초록

본 논문은 사회복지시설 종사자 근무조건의 문제점 및 개선방안을 살펴보고, 이를 실현하기 위한 전략을 탐색해 보았다.
사회복지시설 종사자 근무조건의 문제점으로 (1) 낮은 보수, 장시간 근무 등 열악한 노동조건과 (2) 시설장의 비전문성 및 외부인사 영입, 중간관리자의 전문지식 활용 미흡, 종사자의 잡무부담 과중, 보수교육 미비, 시설운영의 투명성‧합리성 미흡 등 시설운영의 비전문성‧비민주성을 들 수 있다.
이러한 문제를 개선하기 위한 방안으로 (1) 봉급(기본급여) 인상 및 모든 종사자에게 공통으로 적용되는 단일봉급표 제정, 각종 수당의 확대 적용, 봉급과 수당을 정부보조금으로 지급, 종사자의 법정정원 확대 등 노동조건 개선과 (2) 시설장의 자격기준 강화 및 임기 제한, 중간관리자의 이직‧조기퇴직을 억제할 수 있는 방안 마련, 보수교육의 체계화‧전문화, 시설운영의 투명성‧합리성 제고 등 시설운영의 전문성‧민주성 향상을 들 수 있다.
개선방안을 실현하기 위한 전략으로 (1) 사회복지시설 종사자의 조직화(전문가조직 및 노동조합), (2) 조직을 이용한 대정부 및 대사회복지시설법인(장) 활동, (3) 종사자 스스로의 개선활동 등을 들 수 있다.

영어초록

This study examines the problems and improvement plans of working conditions of social welfare workers, and seeks the strategies for realizing the improvement plans.
There are several problems in the working conditions of social welfare workers, which are (1) poor labor conditions such as low wages and long-time works, and (2) non-professional and non-democratic operations of facilities such as lack of professional knowledge of directors and appointments of directors from the outside, insufficiency for utilizing professional knowledge of middle managers, excessive chores of workers, deficiency of reeducation for workers, and shortcoming of transparency and rationality of facility operations.
The plans to resolve these problems are (1) improvements of workers' labor conditions including the increase of workers' basic wages and the enactment of a uni-salary table which is universally applicable to all social welfare workers, the expanded application of various allowances to workers, the payment of wages and allowances by government subsidy, and the increase of legal number of workers, and (2) improvement of professional and democratic operations of facilities including the strengthening of qualification criterions for directors and the limitation of the number of terms, the preparation of measures restraining early retirement and leaving their jobs of middle managers, the systemization and specialization of reeducation systems for workers, and the promotion of transparency and rationality of facility operations.
In order to realize such improvement plans, the following strategies can be considered such as (1) organizations of social welfare workers(trade union and professional association), (2) activities against the government and the corporations of social welfare facilities via organizations, and (3) spontaneous improvement activities by social welfare workers.
