웅치ㆍ이치 전적지 활용방안 및 콘텐츠 구축 방향 (Plans of Using Historic Battlefields Ungchi and Ichi and Construction Directions of Their Contents)

초록

임진왜란 당시 전라도의 위상과 역할은 잘 알려져 있지 않다. 본고는 웅치ㆍ이치 전투지의 활용과 콘텐츠 구축에 대한 기본적인 방향을 제시한 것이다.
문화재로 지정된 전적지는 총 13개소이다. 이중 임진왜란 전적지가 7개소이다. 이치전적지는 중복 지정되었으므로 전투지는 6개소이다. 전적지의 정비활용은 기본적으로 기념물(기념비, 기념탑)의 조성, 사당의 건립이 공통적으로 나타난다. 이는 전적지의 특성상 전투에서 순국한 관군ㆍ의병을 추념하거나 추도하는 장소이기 때문이다. 승리와 패배 여부를 떠나 전적지 활용은 ‘순국’의 의미 때문에 한계를 가질 수밖에 없다. 승리한 전투의 경우 축제로 활용되기도 하지만 대부분의 전적지는 엄숙한 제향의례에 머물러 있다. 공간 조성 역시 순국의 상징(기념비, 탑)과 제향을 수행하는 사당으로 이루어져 있다.
웅치ㆍ이치 전적지는 활용과 콘텐츠 구축을 시행하기 힘든 선행 조건을 가지고 있다. 전적지 위치 비정 오류, 활용을 위한 연계성 확보의 어려움, 제한적인 스토리 개발 등이 그것이다. 따라서 웅치ㆍ이치 전적지의 권역 확정, 지속적인 학술연구 추진과 학문적 검증이 필요하다. 아울러 웅치ㆍ이치 전적지 활용 기본계획 수립과 도ㆍ시군간의 연계협력망 구축이 선행되어야 한다. 특히 웅치ㆍ이치 전적지의 경우 전적지를 관할하는 자치단체가 완주군과 진안군, 금산군 등으로 나뉘어져 있어 전라북도ㆍ충청남도와 완주군ㆍ진안군ㆍ금산군 등의 유기적인 협력 의지가 무엇보다도 중요하다.
이와 같은 한계에도 불구하고 웅치ㆍ이치 전적지의 활용과 콘텐츠 구축을 위해 시행할 수 있는 사업으로 ① ‘호남 국가보장론’의 비전 설정, ② 임진왜란 때 전라도 역할론의 인식 확산, ③ ‘호남 국가보장론’ 상징 사업으로 ‘若無湖南 是無國家’ 비의 건립과 디지털 콘텐츠 보급, ④ 호국루트 개발, ⑤ 전라북도 임진ㆍ정유왜란 자료조사, ⑥ 이치전적지 추모사업 공동개최, ⑦ 전투 스토리 조사 등을 고려해 볼 수 있다.
문화재의 활용과 콘텐츠 구축의 성공은 역사적 사실의 확인과 대중에 맞는 활용방안의 강구, 미래유산으로서의 정체성 비전 설정 등이 갖추어져 있을 때 가능하다.

영어초록

The statuses and roles of Jeollabuk-do in the times of Imjinwaeran (Japanese Invasion of Korea in 1592) have not been known as much. This paper suggests basic directions on how to use the historic battlefields such as Ungchi and Ichi, and to develop and collect their contents.
Battlefields designated as cultural properties in Korea are 13 in total. Among these, seven sites belong to Imjinwaeran. However, as Ichi Battlefield has been designated as a historic site twice, the number of battlefields is six. A common fact among them is that memorials, monuments and shrines were built to maintain and honor them. This is because they are the special places where descendants commemorate the soldiers and volunteers who died for their country in the battlefields. In cases of victory, the battlefields can be the place of festivals, but most of them serve solemn rituals to honor their sacrifice.
In case of Ungchi and Ichi battlefields, they don't have good essential prerequisites to develop any contents to be used. The reasons are difficulty in designating specific spots, securing any connections for use, and limited stories. Thus, it is necessary to determine the range of the two battlefields with consistent academic studies and verification. Further, basic plans to use the battlefields and collaborative networks between the provincial government and other cities and counties should be prepared and constructed in advance.
Despite those limits mentioned above, the following are the primary projects that should be implemented for the construction of contents and use of Ungchi and Ichi battlefields: ① specific explanation on the theory that 'Historically Honam area has kept Korea'; ② expansion of the theory that Honam played great roles during the Imjinwaeran period; ③ The monument where 'Without Honam, There Is No Country' will be written should be built as a symbolic project of 'Historically Honam has kept Korea' and, further, digital contents should be developed and spread; ④ development and maintenance of routes defending the country; ⑤excavation of data of Imjinwaeran and Jeongyujaeran (Japanese Invasion of Korea in1597) in Jeollabuk-do; ⑥ co-hosting memorial projects of Ichi Historic Battlefield, ⑦ investigation of stories related to the two battlefields.
For the use of cultural properties and construction of contents to be successful, it is necessary to verify historical facts and to develop the way to use them meeting the needs of people, and to establish the vision of its identity as an important heritage of oru future.
