초록

이 글은 부제에서 시사되듯, 한국전쟁과 고아 심리/선전전의 첫 번째 글에 해당한다. 냉전을 대리한 한반도의 열전/내전은 폐허 위에 수많은 고아들을 남겼다. 한반도의 파괴상을 시연했던 이들은 전시와 전후 재건기에 여력이 못 미친 남북한 당국의 적극적인 협조 아래 진영의 역내를 따라 글로벌한 이산/이동을 하게 된다. 남한과 달리 동구(東歐) 사회주의 형제국에 맡겨진 북한의 전쟁고아들은 위탁교육을 명분으로 집단적인 ‘이산/이동의 대장정’에 올랐다.
1장의 심리전과 직결된 ‘너는 어디로’의 충성과 불경의 경계선은 글로벌한 이산/이동을 정치적 충성을 확약하는 “발로 하는 투표”로 여기게끔 했다. 따라서 동구(東歐) 사회주의 형제국으로 간 북한 전쟁고아들은 국제사회주의의 친선과 연대의 상징으로 오롯이 부각될 수 있었음을 2장은 드러내 준다. 말하자면 이들이야말로 국제사회주의의 ‘사심 없는 원조’의 구현자였던 셈이다.
하지만 1957년부터 본격화된 전쟁고아들의 귀환과 더불어 북한은 이른바 필자의 표현을 살리자면, ‘국적 있는 국제사회주의’로 방향을 선회하게 된다. 이 체제 전환기에 발맞춰 북한은 남한당국에 의해 철저하게 무시되다시피 한 내각 결정 제96호의 전면적이고 공세적인 구호 담화를 발신하게 된다. 기존 제안을 훨씬 뛰어넘는 파격적인 내용의 내각 결정 제96호는 3장에서 논했던 대로 “4천년래의 민생고”라는 남한의 언술을 되받아 실업자와 유랑고아의 문제를 처음으로 남북 심리전의 이슈로 부각시켰다.
4장은 이에 호응했던 남한과 일본에서의 북한행 역진(逆進)에 관한 몇몇 이야기들을 다루었다. 월남민 고학생과 GI 베이비가 동행한 월북 기도 사건과 여순지역의 30여 명에 이르는 집단 월북 행은 당시 세간을 떠들썩하게 했지만, 지금은 까맣게 잊혀졌다. 무엇보다 월남 고아가 포함된 여순지역의 집단 월북 사건은 북한 발(發) 구호 담화에 실린 무상교육과 학업에의 꿈을 고스란히 투영했다.
죽어도 가고 싶다던 이들의 월북 행은 체포 후 주동자들의 사형 집행으로 끝내 좌절되었던 반면, 이들과 마찬가지로 진학의 꿈에 부풀어 일본 총련을 통해 귀국(북송)했던 김행일은 남한행 귀순으로 자신의 깨어진 꿈의 잔해를 『악몽 575일』에 담아냈다. 실상 자전적 탈출기라고 선전했던 『악몽 575일』이 한국중앙정보부(KCIA)의 손으로 재가공된 것임은 이후 그에 의해 밝혀지긴 했지만 말이다. 북한행을 둘러싼 좌절과 안착 및 이탈의 양상을 가로질러, 이 글은 <이산가족을 찾습니다>마저도 대북 심리전의 대상으로 화하게 했던 저 얼룩진 역사를 비판적으로 되짚고자 했다. 평시의 일상도 전쟁 상태의 심리전에서 결코 자유롭지 못했음을 체제/진영을 횡단하며 역진하려 했던 이들의 못다 이룬 꿈과 희구는 새삼 일깨워주고 있다.

영어초록

As revealed in the subtitle, this is the first article about the Korean War and the Orphan Psychological/Propaganda warfare. The Hot War/Civil War on the Korean Peninsula that represented the Cold War left numerous orphans on the ruins. The existence of those demonstrating the destruction of the Korean peninsula were separated and moved globally along the lines of the bloc under the active cooperation of the South and North Korean authorities who could not afford to take care of them during the war and post-war reconstruction period. Unlike South Korea, North Korean war orphans who were entrusted to Eastern European socialist brother countries were put on a mass ‘separation/movement’ for the purpose of consignment education.
The boundary between loyalty and disloyalty, which is directly linked to the psychological warfare of Chapter 1, led to the view of global separation/movement as a “foot-to-foot vote” that affirms political loyalty. Therefore, Chapter 2 reveals that North Korean war orphans who went to Eastern Europe’s socialist brother countries could only emerge as a symbol of international socialism’s friendship and solidarity. In other words, they embodied the ‘selfless aid’ of international socialism.
However, with the return of war orphans in 1958, North Korea turned to ‘international socialism with nationality,’ as I expressed it. In line with the transition of the regime, North Korea sent out an all-out and offensive relief discourse of Cabinet Decision No. 96, which was thoroughly ignored by the South Korean authorities. As discussed in Chapter 3, Cabinet Decision No. 96, which went far beyond the existing proposals, made the problem of the unemployed and wandering orphans the first issue of psychological warfare between the two Koreas by retelling the South Korean statement of “the people’s economic plight of 4,000 years.” Chapter 4 dealt with several incidents of attempts to go to North Korea from South Korea and Japan that responded to this. One of these incidents was an attempt to defection to North Korea accompanied by a working student refugee from North Korea and a GI baby, and the other was an attempt to the collective exodus to North Korea in the Yeosun area. Above all, the latter incident reflected the dream of free education and study in North Korea’s relief discourse.
While Yeosun area group’s dream of going to North Korea was finally frustrated, Kim Haeng-il, who returned to the North Korea through the Japanese Chongryon in hopes of studying like them, deflected to South Korea and wrote the remains of his broken dream in 『the 575th days of the nightmare(악몽 575일)』. Although it was later revealed that the 『the 575th days of the nightmare(악몽 575일)』, which was advertised as an autobiographical escape, was reprocessed by the hands of the Korean Central Intelligence Agency(KCIA). Crossing the frustrations, settlements, and departures surrounding the exodus to North Korea, this paper attempted to critically retrace the stained history that even made <Finding Separated Families> the subject of psychological warfare against North Korea. The unfulfilled dreams and wishes of those who tried to reverse the bloc are reminding us that daily life of peacetime was never free from psychological warfare in the state of war.
