통일과 민족화합의 반면교사로서 독립운동시기 통합운동의 교훈 -중국관내지역의 사례를 중심으로- (The integration movement as an object lesson of unification and national reconciliation during the period of independence movement in China)

초록

이 논문에서는 일제침략기 중국관내지역 독립운동 과정에서 시도되었던 협동전선운동을 통해, 현재의 남북대립과 사회갈등을 치유‧극복하기 위한 반면교사의 교훈을 찾아보고자 하였다.
먼저 분열의 원인을 독립운동진영 내부의 사정에서 찾아본다면, 자기중심의 통합 주장, 통합으로 이끌어 갈 수 있는 리더십의 부재, 독립운동 이념이나 방략의 차이 등을 꼽을 수 있다.
이와 함께 일제의 책동을 지적하는 중국측 자료도 있다.
‘자기중심’의 측면과 관련해서는, 단결정신의 부족, 교만하게 비칠 정도의 강한 개성, 상대에 대한 배려가 없는 자기중심적 사고 등, 독립운동진영이라는 큰 틀의 일원으로서 갖추어야할 양보와 타협을 결여하였음이 지적되고 있다. 겉으로 단결과 통합의 구호는 요란하였지만,통일과 화합을 위한 헌신과 양보, 절충과 타협이 무시된 채, 제각기 자신의 생각과 이익을 중심으로 한 통일과 통합을 주장함으로써, 불신과 갈등의 골만 더욱 깊어졌다고 할 수 있다.
이와 함께 무대가 중국대륙이었기에, 중국 抗日戰爭의 추이, 國共合作의 성립과 결렬 등,중국정세의 변화로부터 적지않이 영향을 받았다. 그 결과 중국정부의 지원과 간여라는 요소로부터 자유로울 수 없었다. 그런데 중국정부가 임정 승인 문제에 소극적인 반응을 보이며, 내세운 가장 큰 이유가 한인세력의 ‘분열’이었다. 그리고는 이를 매개로, 임정과 한인세력을 자신의영향력 하에 묶어 두고자 했다고 할 수 있다.
통합의 구심점은 대한민국임시정부로 모아졌다. 제2차 세계대전의 정세 변화와 중국정부의전후 한반도정책 등이 반영된 결과이기도 하였지만, 27년이라는 세월을 한민족의 대표기관으로서, 독립운동의 지도기관으로서 역할해 온 사실이 이 같은 합의를 밑받침했다고 할 수 있다.
다음으로 ‘통합의 방법’과 관련해서는, 우파진영은 ‘통일된 신념’을 가져야 한다고 주장했고,좌파진영은 각 당파가 자신의 사상을 견지할 수 있는 ‘사상의 자유’가 보장되어야 한다고 주장했다. 또 우파진영은 ‘常務委員制’를 주장한 반면에, 좌파진영은 ‘領袖制’를 고집했다.
‘통합의 형태’로는 크게 ‘單一黨’과 ‘聯盟體’가 제시되었다. 7당통일회의에서도 한국국민당과민족혁명당은 ‘자파가 당권을 장악하는’ 전제 위에서 단일당 체제를 선호하였고, ‘재건’한국독립당・조선혁명당・조선민족해방동맹 등 군소세력은 聯盟體 방식을 고집하였다. 이 역시 기득권 유지 여부와 상관이 있는 문제였다. 이 같은 사실은 협동전선운동이 자신의 이해관계에 기반하여,‘합종연횡’의 방식을 통해 자구책을 강구해 간 정치활동의 한 과정이었음을 알려준다.

영어초록

This paper aimed to learn a lesson through attempts of the Coorporation Frontline Movement in the process of independence movements in China during the period of Japanese Imperialism, in order to overcome the recently conflicts between South and North Korea.
To begin with, there were the egocentric claim to integration, the lack of leadership in guiding the integration and the difference kinds of idea of independence movement or its directions, above all, the maneuver of Japanese Imperialism according to the evidence of China,when we found the cause of dissolution within the part of independence movements.
The first thins, for the ‘egocentrism’, the various factors were related, in which were the lack of sense of solidarity and concession and compromise that should be had as the members participated in independence movement, the strong individuality and the self-centered consideration. Externally, the slogan for solidarity and integration was loud, but there were no commitment and concession, compromise and negotiate for unification and reconciliation, so the distrust and conflict between them was sharpened as they respectively claimed the unification and reconciliation which was based on their own thought and interest.
Because of the setting in China, it was influenced by change of political situation of China, such as the war of Chinese against Japanese Imperialism, the effect of achievement and breakdown of collaboration between the Kuomintang and the Communists. As a result, the support and involvement of China Government limited the activities of Korean independence movements. But the first reason was the division between the Koreans that China Government reacted against the problem of approval for Korean Provisional Government. And the China, through this, sought to have the power of Koreans and the Provisional Government under their influence.
The Provisional Government became the focus as the pivot of integration. It was supported by only the result that mirrored the change of policy for Korean peninsula of China government and of political situation in period of World War Ⅱ, but also the fact that Korean Provisional Government acted as leading institution of independent movement.
On the other hand, for the ‘the method of integration’, the right-wing organizations claimed to have ‘united ideas’, while the left-wing guaranteeing ‘freedom of thought’ to adhere the separate ideas of each party. Moreover the right insisted ‘the system of Party 's Executive Committee’, whereas the left asserted the ‘the system of head’.
As the ‘form of integration’, largely ‘the system of a single party’ and ‘the union of parties’ was suggested. In the Conference for Integration of 7 Parties, the Korean National Party and the National Revolutionary Party preferred the system of single party on the premise of the situation that the left seize the party hegemony. But the lesser-known political parties such as ‘Reconstruct’ Korea Independence Party, Chosen Revolutionary Party, The League of Chosen National Independence’sticked to the method of the union of parties, which was related to the problem to maintain the vested rights. These shown that the Coorporation Frontline Movement, which based on its interests, was the one of the political process to seek measures to save self through the Strategic manoeuvring of all Kinds.
