북한 권력층의 反사회적 의식 형성에 관한 연구 －탈구조주의 이론에 접목하여－ (Study on Formation of Antisocial Consciousness in North Korean Power Class ―In Combination with Post-structural Theory―)

초록

북한 독재체제는 사상 유례가 없는 3대 세습체제를 완성하고 북한 주민들의 사상과 정신은 물론이고 심리 내부의 원초적인 욕구까지도 통제하기 위해 잔혹하고 강압적인 방법들을 사용하고 있다. 한편 탈구조주의 시각에서 북한 권력층 내부에서 형성되고 있는 反사회적 의식과 이러한 反사회적 의식이 독재체제에 미치는 영향력 등에 대해 분석하였다. 분석 결과 북한 독재체제가 북한 주민들의 이념과 의식 통제를 위해 전례가 없는 교육체계를 갖추고 강압적인 주입식 교육을 실시하고 있으나 인간이라면 누구나 동일하게 스스로 갖게 되는 자연권과 자유의식의 근저까지는 통제할 수 없음을 확인하였다. 그러나 북한 독재체제가 시행하고 있는 강력한 사상적 통제체계와 의식 이탈자에 대한 강력한 연좌제적 처벌제도는 북한 권력층이 갖게 되는 反사회적 의식이 反체제 성향으로 활성화되는 현상을 사전에 차단하는 강력한 재차단벽 역할을 하고 있으며, 결과적으로 북한 권력층이 갖게 되는 反사회적 의식은 독재체제의 근간을 위협하는 물리력으로 확장되지 못하고 권력층 심리 내부에 미아적인 수준으로 머물 수밖에 없다는 현실을 확인할 수 있었다. 한편 한국과 미국, 일본 등 유관국들이 북한 독재체제를 개혁개방에로 유도하고 북핵문제의 근원적 해결을 위해서는 대북대화 기조를 지속 유지하는 것과 함께 물리적 압박인 경제제재와 군사적 압박, 인권공세를 병행하는 것이 중요하다. 특히 북한 독재체제를 지탱하고 움직여 나가는 주도세력인 북한 권력층에 대한 정보적 공세를 장기적으로 심화시켜 나가는 것이 관건이라는 점을 강조해두고 싶다.

영어초록

The North Korean dictatorship uses cruel and coercive methods to complete the unprecedented third-generation power succession and control North Koreans’ thoughts and spirits as well as even their primitive desires from the inner mind. This study analyzed the anti-social consciousness formed in the inside of the North Korean power class and its effects on the dictatorship, from the post- tructural perspective. The findings showed that although the North Korean dictatorship tries to provide unprecedentedly coercive cramming education to North Koreans, to control their ideologies and consciousness, it cannot regulate the roots of natural right and free consciousness, which all human beings come to naturally and equally acquire.
The strong ideological control system and the involvement system-based punishment, against people who deviate from the North Korean ideology, both of which are governed by the North Korean dictatorship, however, act as a strong deterrence for preventing the phenomenon that the anti-social consciousness of the North Korean power class is activated as a rebellious propensity, in advance. Such anti-social consciousness of the North Korean power class consequently cannot be extended into physical forces which can threaten the foundation of the North Korean dictatorship, but only remain at a fledgling stage within inner mind of the power class. Meanwhile, several related nations such as South Korea, U.S, Japan etc. should continue to maintain the tactic of dialogue and simultaneously apply physical pressure such as economic sanctions, and military pressures and a human offensive against the North Korean dictatorship, in order to lead it to reform and opening and fundamentally resolve the North Korean nuclear issue. In particular, it should be emphasized that it is important to prospectively deepen an informational strategy for the North Korean power class, the leading forces which support and govern the North Korean dictatorship.
