헝가리 권위주의 체제의 가속화에 관한 연구: Covid-19 전후 오르반 정권을 중심으로 (A Research on the Acceleration of the Hungarian Authoritarian Regime: Focusing on the Orbán Administration Pre and Post COVID-19)

초록

헝가리는 체제전환 이후 성공적으로 민주주의 공고화를 이뤄낸 대표적인 구(舊)공산권 국가로 분류되어 왔다. 하지만 비교정치학계에서는 2010년 빅토르 오르반의 총리 취임 이후부터 지금까지 급격한 민주주의 후퇴를 겪으며 권위주의 정권으로 변모한 대표 사례로 헝가리가 지목되고 있다. 냉전 해체와 함께 시작된 소위 ‘제3의 민주화 물결’을겪은 이후 근래 들어 권위주의로 역행하고 있는 동유럽 구(舊)사회주의권 국가들에 대한다양한 연구들이 있다. 그중 본 연구는 레비츠키와 웨이의 ‘신(新) 경쟁적 권위주의’ 개념을 중심으로 논의를 전개한다. 체제전환 이후 최근까지 진행되고 있는 헝가리 정치의현실을 가장 적확하게 설명하고 있는 이론적 틀로 인정받고 있다고 판단하기 때문이다.
신 경쟁적 권위주의의 이론적 틀에 따라 본 연구는 우선 2010년 이후 약 10여 년간에걸쳐 진행된 헝가리 정치체제의 권위주의화(化)를 세부적으로 추적 정리하고, 이후 가속화된 헝가리 권위주의의 실상을 코로나 팬데믹이라는 특수 상황과 관련하여 논의한다.
연구 결과, 경쟁적 권위주의가 여전히 형식상 민주주의 제도 내에서 존재하는 것처럼, 신 경쟁적 권위주의에 해당하는 헝가리가 겪고 있는 권위주의의 가속화도 코로나를 전후로 여전히 민주주의라는 형식적 틀 내에서 권력 확대와 부침의 과정을 겪고 있음을 확인했다. 오르반 정권의 거대 권력 소유가 지속적이지만, 형식적으로나마 존재하는 민주주의가 여전히 ‘완전한’ 경쟁적 권위주의로 역행하려는 시도들을 일정 정도 막아내고 있다고 판단한다. 하지만 이후 야당과 언론 및 시민사회의 대응 강도가 약화될 경우, 헝가리정치의 미래는 권위주의 체제의 ‘공고화’ 단계로 진입할 것으로 전망한다.

영어초록

After its transition of the regime, Hungary has been classified as the leading former Communist country that successfully accomplished democratic consolidation. However, since the inauguration of Prime Minister Viktor Orbán in 2010, in the field of Comparative Politics, Hungary has been categorized as a typical case that rapidly retrogressed in the aspect of democracy, consequently having been transitioned into the authoritarian regime. There are multiple studies on the former Communist countries that recently retrogressed to authoritarianism after undergoing the so-called “Third Democratic Wave” which coincided with the breakup of the Cold War. This research develops its discussion by particularly focusing on the concept of Levitsky and Way’s “New Competitive Authoritarianism.” The reason for such a selection is its recognition as a theoretical framework that most accurately explains the reality of Hungarian politics from its transition of the regime to now. According to the theoretical framework of “New Competitive Authoritarianism,” this research tracks and organizes the transition of the Hungarian political system into authoritarianism with details. It also discusses the actuality of the accelerated Hungarian authoritarianism during the 10 years of the Orbán administration since 2010 in relation to theunusual circumstance - COVID-19. The results of the research have found that as the competitive authoritarianism still exists in a formally democratic system, the acceleration of authoritarianism in Hungary, which corresponds to the new competitive authoritarianism, is also still experiencing power expansion and the process of ups and downs within the formal framework of democracy before and after the outbreak of COVID-19. The possession of great power by the Orbán administration continues, yet formally existing democracy prevents the attempts to retrogress to the “complete” competitive authoritarianism to a certain extent. Nonetheless, if the responses of the opposition party and the civil society weaken afterward, it is overlooked that Hungarian politics will enter the stage of consolidation of the authoritarian regime.
