행정정보공개제도의 반부패효과에 대한 실증연구: 기초자치단체를 중심으로 (Can Information Disclosure Reduce Corruption?:Evidence from Korean Local Governments)

초록

본 연구는 지방자치단체의 행정정보공개제도 운영과 지방자치단체 반부패 수준 간 관계를 실증적으로 분석하는 것을 목적으로 한다. 그동안 시민과 정부 간에 존재하는 정보비대칭 완화를 통한 부패통제에 대한 이론적 논의가 상당 부분 이루어졌음에도, 행정정보공개제도의 반부패 효과에 대해 집중적으로 검증한 실증연구는 매우 부족하였다. 더 나아가, 기존 연구들은 행정정보공개 수요 측면과 반부패 효과 간 관계에 대해서는 상대적으로 간과하고 있었으며, 2013년 이후 새롭게 확대 개편된 사전적 정보공개(원문정보공개)의 효과는 고려하고 있지 못하였다. 이에 본 연구에서는 정보공개청구 제도 외에 원문정보공개 제도의 반부패 효과를 동시에 검증하고자 하였다. 국내 226개 기초자치단체의 6개년(2015~2020) 데이터를 분석한 결과, 행정정보공개 제도의 반부패 효과를 지지하는 증거들이 부분적으로 확인되었다. 특히 원문정보공개 제도를 통해 공개된 정보가 활발하게 이용되는 기초자치단체일수록 조직 외부･내부에서 인식하는 반부패 수준이 동시에 높아지는 경향을 확인할 수 있었다. 다만, 정보공개청구 제도의 반부패 효과에 대해서는 조직 외부로부터의 인식과 내부에서의 인식이 엇갈리는 결과가 나타났다. 이상의 결과는 기초자치단체 수준에서 행정정보공개 제도의 반부패 효과를 원문정보공개 제도를 포함하여 검증하였다는 점에서 일차적인 의의가 있다. 또한, 본 연구에서 확인된 원문정보공개 제도의 반부패 효과는 원문정보공개 제도가 수혜범위가 넓은 정보공표(dissemination) 유형에 속하는 제도라는 점에서 제도의 수혜범위에 따라 반부패 효과가 달라질 것이라는 이론적 관측을 지지하는 희소한 결과이기도 하다. 더불어, 본 연구의 분석결과는 지방자치단체의 행정정보공개제도 운영에 있어 시민들의 열람 수요가 높은 핵심적인 행정정보의 공개 수준의 제고가 실질적으로 지방자치단체의 반부패 수준을 개선할 수 있다는 실무적 함의를 제시한다.

영어초록

This study aims to verify the relationship between information disclosure and anti-corruption level empirically in the Korean local government context. The empirical evidence on controlling corruption through alleviating information asymmetry between citizens and the government has been quite insufficient even though there has been considerable theoretical discussion of this relationship. Moreover, the existing literature has neglected the influence of the demand side of information disclosure and recent new types of disclosure, such as advance disclosure of original administrative documents, which was introduced in 2013. In this light, this study analyzed the six years (2015-2020) of local Korean government panel data regarding the relationship between information disclosure and perceived anti-corruption level. The results partially support the anti-corruption effect of information disclosure. A local government’s anti-corruption level perceived inside and outside the organization increases when the citizens actively use disclosed original documents. Regarding the anti-corruption effect of the information disclosure request system, however, the results from the perceived anti-corruption level outside the organization and inside were mixed. Nevertheless, the above results are meaningful in that they contribute to the accumulation of empirical evidence on the anti-corruption effect of information disclosure at the local level. Moreover, the discovered anti-corruption effect of the new information disclosure system is quite rare, supporting the theoretical perspective that the anti-corruption effect would vary depending on benefit coverage. The results from this study also suggest practical implications: more disclosure of key administrative documents that citizens highly demand can actually improve anti-corruption at the local level.
