CPI 평가를 통한 한국사회의 반부패·청렴 정책방향에 관한 연구 (A Study on the Anti-Corruption and Integrity Policy Direction of Korean Society through CPI(Corruption Perceptions Index) Evaluation)

초록

본 연구는 지난 5년간의 국가청렴도(CPI) 분석을 통해 한국사회의 청렴성 제고를 위한 반부패·청렴정책의 향후 방향성을 제시하는데 있다. 특히, CPI를 구성하는 원천자료에 대한 횡단·종단·매트릭스 분석과 이를 통해 반부패·청렴정책의 방향성에 대해 거버넌스 관점이 반영된 투명사회협약(2005〜2008)의 부문별 추진방식을 활용해 논의하였다.
공공부문에서는 국가부패방지정책 프레임으로 청렴을 전통적 의미의 뇌물, 금품수수, 횡령 이외에 공직자의 책임성을 다하는 적극행정의 의미를 포함하는 개념으로 전환하고 부패통제시스템은 기존의 적발과 처벌 규정중심의 반부패(anti-corruption)기조에서 청렴을 적극실천 할 수 있게 도와주는 가치 중심의 청렴(integrity)으로의 변화 필요성 등을 제시하였다. 정치부문에서는 정치구조를 돈을 많이 쓰는 사람이 당선되는 고비용 비효율적 정치구조가 아닌 청렴성이 높은 인물이 정당공천에 우선시 되며, 이러한 사람이 국민의 대표로 당선되는 구조인 일명 ‘청렴민주주의 전환’을 제시했으며, 지위고하를 막론하고 특권이 없는 법앞의 평등이라는 관점의 법제도의 정비 등을 강조했다. 기업부문에서는 기업이 자발적으로 청렴을 실천할 수 있게 공공기관이 인센티브를 부여하는 방향과 기업스스로 ESG 경영(윤리경영), ISO 37001규범 마련, 갑질행위 근절과 같은 내부윤리통제시스템 마련을 통해 기업내부 또는 기업 간의 청렴성· 투명성·공정성을 높이려는 노력을 제시했다. 시민사회부문에서는 정치지형변화와 관계없이 시민사회의 청렴성을 지속적이고 안정적으로 추진할 수 있는 민관협의체가 필요하며, 청렴정책에 대한 주요 관심사를 시민이 체감하는 사회현안문제 중심으로 이슈 제기 및 해결방안 제시로 시민과 함께 하는 청렴사회운동을 확산함과 동시에 지역특성을 고려한 지역단위의 맞춤형 민관협력네트워크를 강화할 필요가 있음을 제시하였다.
본 연구에서 제시된 반부패·청렴정책의 방향성은 차기 정부에서 반부패·청렴관련 국정과제를 도출하는데 유용한 준거자료로 활용될 것을 기대해 본다.

영어초록

The purpose of this study is to suggest the future direction of anti-corruption and integrity policies to enhance the integrity of Korean society through the analysis of the Corruption Perceptions Index(CPI) for the past five years. In particular, the cross-sectional, longitudinal, and matrix analysis of the source data constituting the CPI and the direction of anti-corruption and integrity policies were discussed using the sectoral implementation method of the K-PACT(2005-2008), which reflected the governance perspective.
In the public sector, as a framework for the national anti-corruption policy, integrity is transformed into a concept that includes the meaning of active administration that fulfills the responsibilities of public officials in addition to the traditional meaning of bribery, bribery, and embezzlement. Also the corruption control system suggested the need for a change from the existing anti-corruption principle centered on detection and punishment regulations to a value-oriented integrity that helps people actively practice integrity.
In the political sector, it is presented the so-called 'integral democracy transition' a structure in which people with high integrity are given priority in party nominations, rather than a high-cost and inefficient political structure in which those who spend a lot of money are elected. and I emphasized the reform of the legal system from the point of view of equality before the law without any privileges regardless of position.
In the corporate sector, the direction in which public institutions provide incentives for businesses to voluntarily practice integrity; Efforts should be made to enhance integrity, transparency, and fairness within or between companies by establishing an internal ethical control system such as ESG management (ethical management), ISO 37001 standards, and eradication of Gapjil.
In the civil society sector, there is a need for a public-private consultative body that can continuously and stably promote the integrity of civil society regardless of changes in the political landscape. At the same time, spread the integrity social movement with citizens by raising issues and suggesting solutions focusing on social issues that citizens feel the major concerns about integrity policy. It was suggested that it is necessary to strengthen the customized public-private cooperation network at the regional level in consideration of regional characteristics.
It is expected that the direction of anti-corruption and integrity policy presented in this study will be used as useful reference data for deriving anti-corruption and integrity-related national tasks in the next government.
