초록

제4차 산업혁명은 세계적으로 다양한 사회 분야에 큰 변혁을 가져오고 있다. 지구촌 전체가 네트워크에 연결되어 있어 엄청난 데이터가 폭발적으로 증가하였고 언제 어디서든 다양한 정보에 편리하게 접근할 수 있는 현실이 되어, 특히 인공지능, 자율 주행 차량, 로봇공학, 사물 인터넷, 3차원 인쇄, 생명공학, 나노 기술, 재료 공학, 양자 컴퓨팅, 에너지 저장 기술 등 상상을 초월하는 새로운 기술이 탄생하고 발전하고 있다. 제4차 산업혁명은 디지털 혁명으로 견고히 구축된 기술을 바탕으로 인공지능, 빅데이터, 사물인터넷 등 다양한 혁신적인 기술이 총체적으로 구성된다. 최근 빅데이터, 자율주행자동차, 인공지능, 사물인터넷 등 디지털 기술로 필두로 하여 네트워크 기반의 지능화는 경제 및 산업 성장을 가져오면서 국가의 협력체계와 사회 전반에 걸쳐 폭넓게 혁신적인 변화를 창출하고 있다.
인공지능, 자율주행자동차, 유전정보, 유전체 기술 등과 관련하여 부패행위나 반윤리적 행위로 인간에 대한 근본적 가치를 위협하는 요소를 분석하여 제4차 산업혁명과 관련된 반부패적 및 윤리적 문제에 대한 논의를 적극적으로 실행해야 하며, 기술 발달로 야기된 위험이나 부패행위에 대한 법규범적 규제 또는 법정책적 방향을 중점을 두면서 사전적 및 사후적 규율이 필요하고, 과학기술 발달로 기술문명의 문제가 발생하기에 이전에 윤리적 판단 및 정책적 판단과 검토가 이루어져야 한다. 제4차 산업혁명의 시대로 인해 야기되는 혁신적 변화로 윤리적 위험에 대처할 수 있는 정책적 방향은 인간의 참된 존엄과 가치에 있고, 특히 인류과학기술을 적용함으로써 인간의 이해, 가치판단과 같은 윤리관에 대한 철학과 교육도 진행되어야 한다. 폭넓은 융합, 교양, 기초교육을 기반으로 하는 윤리에 대한 중요성을 쟁점으로 하여 제4차 산업혁명 시대의 윤리적 쟁점과 반부패적 정책 방향을 제안할 필요성이 있다.
제4차 산업혁명 시대의 우리 사회는 혁신적인 과학기술 성장에 따른 윤리적 쟁점을 제기해 왔으며, 이와 동시에 법제도적, 정책적 및 교육 영역에서도 변화의 흐름에 맞춰 대안을 제시하고 있다. 제4차 산업혁명 시대의 대표적인 기술 영역으로 인공지능, 빅데이터, 유전체 기술, 가상현실 등에 의해 인간의 질병예방과 치료의 기회를 증가시키고 있고, 인간의 삶의 질도 향상되는 등 삶에 많은 변화가 일어날 것이다. 하지만 모든 과학기술이 그렇듯이 제4차 산업혁명 시대의 혁신적인 기술 또한 가치중립에 대한 논쟁을 불러올 수 있으므로, 혁신적인 과학기술의 연구 및 개발과 성장이 가져올 다양한 형태의 사회적 영향과 윤리적 영향에 대한 논의가 지속적으로 이루어지고 있다. 이미 세계적으로 인공지능, 자율주행자동차, 빅테이터, 유전체 기술 등이 유익한 목적을 달성할 수 있도록 지침과 법제도적 장치를 마련하고 있고, 동시에 윤리적 핵심사항에 대한 논의가 활발히 진행되고 왔다. 그리고 제4차 산업혁명 시대의 국가와 개발자는 새롭고 혁신적인 기술을 연구 및 개발에 있어서 윤리의식을 기반으로 하여 인간의 존엄과 가치에 근본적 의미를 부여함으로써 과학기술의 도입으로 인하여 야기할 수 있는 윤리적 쟁점에 대한 비판적 사고능력과 의사결정 능력을 함양할 수 있어야 한다.

영어초록

The 4th Industrial Revolution is bringing about great changes in various social fields worldwide. As the entire world is connected to the network, tremendous data has exploded and various information can be easily accessed anytime, anywhere, and new technologies such as artificial intelligence, autonomous vehicle, robotics, Internet of Things, 3D printing, biotechnology, nanotechnology, material engineering, quantum computing, and energy storage technology are being developed. The 4th Industrial Revolution consists of various innovative technologies such as artificial intelligence, big data, and the Internet of Things based on technologies firmly built by the digital revolution. Recently, network-based intelligence, led by digital technologies such as big data, artificial intelligence, and the Internet of Things, has led to economic and industrial growth, creating a wide range of innovative changes throughout the nation's cooperation system and society.
It is necessary to actively discuss anti-corruption and ethical issues related to the Fourth Industrial Revolution by analyzing factors that threaten the fundamental value of humans with artificial intelligence, genetic information, and genetic technology. The policy direction to cope with ethical risks with innovative changes caused by the era of the Fourth Industrial Revolution lies in human dignity and values, and philosophy and education on ethics such as human understanding and value judgment should be conducted by applying human science and technology. It is necessary to propose ethical issues and anti-corruption policy directions in the era of the 4th Industrial Revolution with the importance of ethics based on wide convergence, culture, and basic education.
In the era of the 4th Industrial Revolution, our society has raised ethical issues due to the growth of innovative science and technology, and at the same time, we are proposing alternatives in line with the trend of change in the legal and institutional, policy, and education sectors. As a representative technology area of the 4th Industrial Revolution era, artificial intelligence, big data, genetic technology, and virtual reality are increasing opportunities for human disease prevention and treatment, and many changes will occur in life. However, as with all science and technology, innovative technology in the era of the Fourth Industrial Revolution can lead to a debate about value neutrality, so discussions on various forms of social and ethical effects of research and development and growth of innovative technology are continuing. Guidelines and legal and institutional devices are already being prepared to help artificial intelligence, big data, and dielectric technologies achieve beneficial purposes worldwide, and at the same time, discussions on ethical core matters have been actively underway. In addition, countries and developers in the era of the Fourth Industrial Revolution should be able to cultivate critical thinking and decision-making skills on ethical issues that may arise from the introduction of science and technology by giving fundamental meaning to human dignity and values based on ethical awareness in research and development.
