독일 반도체산업 인력양성제도의 분석 및 시사점 (Analysis and Implications of Human Resources Development System in the Semiconductor Industry in Germany)

초록

본 연구는 독일의 기업수요 맞춤형 인력양성제도에서 어떻게 기업과 학교의 커리큘럼과 훈련과정이 만들어지고 운영되는지를 독일의 듀얼 아우스빌둥과 반도체산업에 대한 사례연구를 분석한 후 한국사회에 유용한 시사점을 도출한다. 독일의 기업수요 맞춤형 교과과정의 개발은 노사가 훈련직종의 신설에 대해 합의하는 것에서 출발한다. 이후 소관 부처와 이해관계자가 새로운 훈련직종의 도입에 동의하면 노사가 추천하는 전문가와 연방직업훈련협회가 직업훈련 규정안을 작성하면서 기업 맞춤형 교과과정의 기본 골격과 핵심내용을 규정한다. 새로운 훈련직종에 대한 훈련 규정안은 노사정의 만장일치로 법제화된다. 그리고 직업훈련법령에는 커리큘럼과 시험의 내용과 방법에 대한 지침이 명시된다. 노사가 전문가들을 통해 제안하고 만장일치로 합의한 커리큘럼과 시험에 대한 법령은 결국 기업 맞춤형 인력양성을 위한 직업훈련에 내재화된다.
독일의 사례는 훈련직종의 생성과 커리큘럼의 구축과정에서 노사의 주도성과 노사정의 사회적 합의에 의한 훈련직종과 커리큘럼의 구축 및 운영이 기업수요 맞춤형 직업훈련의 중요성을 보여준다. 본 연구는 독일의 사례분석을 통해 우리나라의 반도체산업 인력양성을 위한 유용한 시사점을 제시한다. 한국의 경우에도 직업교육기관 및 산업계 등 주요 이해관계자들이 자격정책심의에 참여하여 각자의 역할을 대폭 강화하며, 직업교육 커리큘럼을 노사정이 공동으로 결정할 수 있도록 현행의 제도를 혁신할 필요가 있다. 특히 반도체산업의 인력 수급의 불균형을 해소하기 위해 이원화 교육을 활성화하여 임금과 취업에서의 성과를 높여야 한다. 이를 통해 만성적 인력난에 시달리는 반도체산업의 인력양성과 중장기적으로 인력 수급의 안정성을 구축하는 방향으로 나아가야 한다.

영어초록

This study analyzes how the curriculum of companies and schools is created and operated for customized vocational training system in Germany through the case studies on Germany’s Duale Ausbildung and the German semiconductor industry, and also derives useful implications for Korean society. The development of the German vocational training curriculum begins with agreement between labor and management on the establishment of a job. Afterwards, if the ministries and stakeholders agree to introduce a new job, the experts recommended by labor and management and the BiBB draw up vocational training regulations and define the basic framework, and core contents of the corporate customized curriculum. The vocational training regulations for a new job are legislated unanimously by the labor, management and government. This vocational training law provides guidance on the content and method of the curriculum and examinations. In addition, the agreed legal provisions for curriculum and testing are internalized in vocational training programs to foster workforces tailored to corporates’ demands.
The German case shows the importance of vocational training tailored to corporates’ demands by establishing and operating training jobs and curriculum through labor-management initiatives and social consensus. This study presents useful implications. In Korea, major stakeholders such as vocational education institutions and industries need to participate in qualification policy-making to significantly strengthen their roles, and innovate the current system so that labor, management, and government can jointly decide on vocational education curriculum. In particular, in order to resolve the imbalance in manpower supply and demand in the semiconductor industry, the dual education system should be activated to increase performance in wages and employment. In this way, it is necessary to move toward fostering manpower in the semiconductor industry suffering from chronic manpower shortages and establishing stability in the supply and demand of manpower in the mid- to- long term.
