일본 이와쿠니 반기지운동의 전개과정과 성격—자생적 생활운동으로서의 반기지운동 (The Development Process and Characteristics of Anti-Base Movement in Iwakuni —Anti-Base Movement as Spontaneous Life-Improvement Movement—)

초록

본 연구는 미군기지 생활사 연구의 관심에서 반기지운동의 생활사적 토대를 분석한 것이다. 오키나와를 제외하면, 일본의 반기지운동은 1960년대 안보투쟁이 종식된 이후 침체의 길을 걸어 왔다. 미일안보체제의 강화와 미군의 전쟁억지력 담론 속에서 체제 변혁을 추구하는 이념지향적 반기지운동은 성장 기반을 상실해 왔다. 2000년대 중반 일본 전국의 주목을 받은 이와쿠니 반기지운동은 2005년 주일미군재편에 따른 기지기능 강화에 반대하는 주민운동으로서, 자생적 생활운동의 성격을 나타내고 있다. 연간 50,000회의 항공기 이착륙에 따른 소음과 추락사고 위험은 반기지 주민운동의 오랜 공감대를 형성해 왔다. 2006년 3월 주민투표를 계기로 급성장한 이슈대응형 운동조직들을 통해 이와쿠니 반기지운동의 자생성을 확인할 수 있다. 그러나 생활에 밀착된 반기지운동은 반전평화, 반핵·반원전과 같은 다른 사회운동의 이념 및 조직과 쉽게 결합되지 않는 특성을 나타내기도 한다. 1990년대 이후 이와쿠니에서는 토목건설업 중심의 기지경제가 지속되고 있지만, 기지경제 자체가 반기지운동의 침체를 초래한다는 종래의 통념에는 재고의 여지가 있다. 기지경제의 수혜집단이 반기지운동의 반대세력으로 정치화되는 것은 정부의 지역정치 개입과 경제진흥책의 효과로 분석될 필요가 있다. 자생적 생활운동으로서의 반기지운동은 미군 주둔을 정당화하는 안보담론에도 불구하고 발생할 수 있는 것이며, 해당 국가의 기지정책의 문제점을 드러내는 것이다.

영어초록

This study analyzes socio-historical factors of anti-base movements based on the researches on the history of everyday life that surrounds American bases. Except for the case of Okinawa, anti-base movement in Japan has stagnated ever since the demise of the Ampo struggle in 1960s. Under the framework of strengthening the US-Japan security alliance as well as the US discourse of deterrence, the basis of growth for the ideologically-oriented anti-base movements that aspired for system transformation continued to disintegrate. Iwakuni anti-base movements in the mid-2000s, the grassroots movements that protested against the functional enhancement in accordance with the reorganization the US forces in 2005, became the focus of nation-wide attention, as it was being characterized as a spontaneous movements for the improvement of living condition. The antipathy toward noise and the risks of plane crashes due to more than five thousand takeoff and landing exercises has always been the common ground for the people who were involved in the anti-base movements. It is possible to observe the spontaneous nature of Iwakuni anti-base movements, which was triggered by the local referendum in March 2006, by looking at how this issue-centered movement was organized. Yet the anti-base movements that are closely interrelated to living environments do not always share the same ideologies or ways of organizing with other civil movements such as anti-war or anti-nukes/nuclear energy protests. Since the 1990s, Iwakuni’s economy has been characterized as construction-centered base-economy, yet it is necessary to rethink on the generally accepted notion that base-economy itself poses problems for anti-base movement. The politicization of the interest groups that benefit from the base-economy as opposing forces needs to be understood as the consequences of the intervention with local politics as well as economy stimulus policies of the central government. Anti-base movements as spontaneous life-improvement movements occur despite the well-established discourse on the US-Japan security alliance which justifies the existence of American bases, elucidating the problems of Japan’s base policies.
