러시아 북극권 원주민의 지속가능한 발전: 전통적 자연 이용을 중심으로 (A Study on Sustainable Development of Indigenous Peoples of the North, Siberia and Far East of Russian Federation: Focusing on Traditional Use of Nature)

이 논문은 러시아연방 정부의 ‘러시아연방 북극권, 시베리아, 극동 지역 원주민의 지속가능한 발전’ 개념(2009)에서 가장 핵심적인 내용인 토착민 또는 원주민(indigenous peoples)의 전통적 자연 이용(Traditional Use of Nature: TUN)의 특성과 주요 기능을 분석했다.
본 논문은 러시아 북극권 원주민의 ‘전통적 자연 이용’의 법적, 역사적, 행정적, 사회-인구통계학적 특이성을 분석하고, ‘전통적 자연 이용’의 주요 형태와 특징을 확인했다. 러시아 북극권의 중요한 일부분을 형성하고 있는 원주민들은 생물학적 자원의 신중한 사용을 통해 개발을 자제하면서 살고 있다. 이것은 ‘지속가능한 개발’의 핵심이다. 원주민들의 자연에 대한 축적된 전통적 지식들은 그들의 영토에 대한 생태학적 지식과 전통적 경제 활동의 기초가 된다.
‘전통적 자연 이용 구역(Territory of Traditional Use of Nature: TTUN)’은 원주민들의 전통 거주지를 보호하고 전통적 생활 방식을 보존하기 위해 설계되었다. 이것은 “개발” 우선적인 서구 모델과 달리 다양한 문화적 맥락을 기반으로 ‘지속 가능한 개발’ 모델을 구축할 수 있게 해준다. 그러나 이 모델 또한 이윤 경쟁과 개발 모델에 의해 위협받고 있는 상황이다. 또한 전통적 자연 이용(TUN)을 통해 삶을 영위하는 원주민의 삶도 위협받고 있다.

영어초록

This thesis analyzed the characteristics and main functions of the traditional use of nature (TUN) of the indigenous peoples of the Russian North, which is the most core content of the Concept of sustainable development of the indigenous peoples of the North, Siberia and the Far East of the Russian Federation (2009).
This paper analyzed the legal, historical, administrative, and socio- demographic peculiarities of ‘traditional natural use’ of the indigenous peoples of the Russian North, and identified its major forms and characteristics. The indigenous peoples, forming an important part of Russia’s Arctic Circle or Northern Territory, have lived and continue to do so by the prudent use of biological resources and the restricted development. This is the core of ‘sustainable development’. The indigenous peoples’ accumulated traditional knowledge of nature is also represented by their worship and rituals. These traditional knowledges are the basis for ecological knowledge of their territories and traditional economic activities.
‘Territory of Traditional Use of Nature’ (TTUN) is a major tool for maintaining and conserving the way of life and livelihoods of indigenous peoples. In this respect, it was designed to protect the traditional habitats of the indigenous peoples and to preserve their traditional way of life. This makes it possible to build a ‘sustainable development’ model based on a variety of cultural contexts, as opposed to a Western model with ‘development’ priority. However, this model is also threatened by the profit competition and development model. Thereafter, the indigenous peoples who make a living through traditional use of nature (TUN) are also threatened.
