한국에서 민주시민교육 기반구축의 가능성과 그 제약 (The Possibilities and Limitations to Construct the Bases of Democratic-Civic Education in the Republic of Corea)

초록

이 글은 민주시민교육의 기반을 구축하는 방안을 모색하기 위해 우선 한국의 국가와 시민사회 그리고 공교육에서 통용되는 민주시민교육의 개념적 이해부터 검토한다. 여기에서 중요한 것은 시민교육(미국), 정치교육(독일을 비롯한 유럽 대륙 국가들), 민주시민성 교육(영국 및 EU) 등 글로벌하게 통용되는 민주시민교육의 사례에서 민주시민교육의 개념이 정치핵심적으로 규정되고, 한국의 연구자들도 그 점을 이미 잘 알고 있음에도 불구하고, 지금까지 대한민국에서 이루지는 민주시민교육의 이론과 실천은 민주시민교육의 이런 개념핵심에서 시선을 돌려왔다는 것이다. 대한민국에서도 촛불시민혁명을 통해 국정 농단을 일삼던 전임 대통령을 탄핵 후 파면하고 새 대통령을 선출함으로써 국가 차원의 민주정치가 주권자 시민들 전체에게 엄청난 정치적 효능성을 안겨준 반면, 대한민국 민주주의 운영체계에 국가 시민들의 일상적 요구를 정치권에 합당하게 매개하는 장치나 현장은 장착되어 있지 않음으로써 정치와 일상의 불일치, 민주주의와 생활의 불합체는 여전히 지속된다는 점이 지적된다. 바로 이런 순간에 체제기능 차원에서 투입되는 것이 광범한 인구가 조밀하게 참여하여 네트워크화된 민주시민교육이다. 이 점에서 트럼프 당선으로 드러난 미국 민주주의의 난맥상은 “민주시민교육의 약화는 국가 민주주의의 질(質)을 악화시킨다.”는 것을 입증할 최근의 증거로 부각되면서, 미국 시민교육을 떠받치고 있는 민주시민교육의 기반들 즉 헌법적 기반, 법적․제도적 기반, 정치적 기반, 교육 기반으로 이루어진 민주시민교육의 기반체계들이 하나씩 노출된다. 이런 기반체계들의 근거를 바탕으로 대한민국 민주시민교육이 처한 난관과 그 현재적 발전 수준을 검토해 보았을 때 대한민국 민주시민교육은 민주주의 체제관리의 차원에서 운용되는 데는 아직도 많은 취약점이 있는 것으로 밝혀진다. 특히 학교민주시민교육에서 교사가 할 역할에 상응하는, 민주시민교육을 주도적으로 추진할, 민주시민교육사가 형성됨으로써 민주시민교육에 대한 열정과 전문성을 구비할 수 있도록 만드는 기반이 현재와 같은 이해 수준에서 가능할지 아직은 확신할 단계는 아닌 듯하다.

영어초록

This article begins firstly with examination of the various conceptions of democratic-civic education running in the Corean state, civil society and public education in order to find ways to construct its fundamentals. What matters here is that the theory and praxis of democratic-civic education in the Republic of Corea avoids eyes from its politics-pointed conception, although its globally current conception as such is confirmed in its general practices in the civic education of the USA, the politische Bildung of Germany, and the education for democratic citizenship of Great Britain and European Union, and this fact is well known to the Corean researchers on democratic-civic education. While the national-level democratic politics gave the whole Corean people enormous amount of political efficacy as the ex-president Park, Geun-hye was impeached and fired through the Candlelight Civic Revolution, the institutional devices or fields reasonably mediating the ordinary civic requirements to the institutionally regulatory politics lack in the management system of democracy so that the discordance of politics and everyday and the disunion of democracy and life still persist in the Corean life-world. It is just the broadly networked democratic-civic education in the case of the developed democratic countries to be put in in such critical situations. As the feverish conditions in the USA after Trump’s presidential win are emerged as the recent evidences to prove that the weakening of civic education worsens the quality of national democracy, the components of the system of fundamentals for the American civic education, namely, the constitutional, the legal-institutional, the political and the educational, fundamentals which support the American civic education, are exposed orderly. With respect to the difficulties and the present level of development in the Corean democratic-civic education, it turns out to have considerable amount of weakness in operating in the system-management of Corean democracy in reference to the standard system of fundamentals of democratic-civic education. I’m not sure that, especially, the human fundamentals of educators or multiplicators that drive actively the democratic-civic education with passion and specialties, corresponding to teachers in the school education, could be firmly built in the Corean system of democracy across the sphere of state and civil society.
