탈북민의 재입북 억제를 위한 대책방안에 관한 연구 (Study on Countermeasures to Curb North Korean Defector's Return to the North)

초록

이 연구에서는 탈북민의 재입북 원인과 실태, 보호 및 지원․관리체계를 분석하여 향후 그들의 재입북을 억제할 수 있는 정책적 방안을 모색하고자 하였다.
연구결과, 향후 탈북민의 재입북을 억제하기 위해서는 첫째, 탈북민의 경제적 안정을 위한 지원체계를 개선하여 물가상승률을 감안한 정착 기본금 지원액의 인상이 필요할 것이다. 또한 직업훈련 장려금이나 자격취득 장려금 지급, 기업들에 대한 고용지원제도 시행, 공공기관의 탈북민 고용을 확대 의무화하여 그들에 대한 취업지원체계 개선이 이루어져야 할 것이다.
둘째, 범정부 차원의 가족결연 사업을 확대를 위해 현재 가족결연사업을 시행하고 있는 지방자치단체나 경찰관서 등에 대해서는 행, 재정적 지원을 확대하고, 민간단체나 개인에 대해서도 세재 감면이나 지원금을 지급하는 등의 재정적 지원을 해야 할 것으로 보인다.
셋째, 탈북민을 위장한 직파간첩 등을 색출하기 위한 엄격한 신문체계 강화도 필요하다. 이에 국가정보원이나 보안경찰 등은 기존과는 다른 새로운 신문기법을 개발할 필요가 있으며, 향후 입법적 보완을 통해 합동신문의 기간제한을 폐지하여 신문기일의 제약 없이 면밀한 신분확인 과정이 이루어질 수 있도록 하는 방안이 필요할 것이다.
넷째, 탈북민 관리에 중추적인 역할을 수행하고 있는 보안경찰의 역량 강화를 위해 탈북민에 대한 신변보호담당관을 증원하고 탈북민이 다수 거주하는 지역의 각급 경찰서에 보안과 신설을 확대해야 할 것이다. 그리고 국가정보원의 국내 정보수집 기능과 대공 수사기능을 경찰로 이관하는 방안을 전향적으로 검토할 필요가 있을 것이다.
궁극적으로 탈북민의 재입북 억제를 위해서는 정부차원 뿐만 아니라 민간차원에서도 이들을 우리사회의 중요한 구성원으로 받아드리고 그들에 대한 아낌없는 지원을 해야 할 것으로 보인다. 또한 정부의 성향에 따라 안보의 정책적 방향이 변화하는 국가정책 기조를 지양하여 국가의 근본은 안보라는 점을 공통적으로 인식하고 이를 통해 관련 조직이 지속적으로 역량을 강화할 수 있는 기반을 조성해야 할 것이다.

영어초록

This study, which analyzed the cause and actual situation of North Korean defector's return to the North as well as their protection, support and administration system, aimed at suggesting political measures to curb their return to the North in the future.
As a result, the study found the first measure needed to curb their return to the North is to improve support system for their economic stability and to increase minimum amount for settlement taking inflation rate into account. Along the way, overall employment support system should be also improved like payment of incentive for vocational training or licence acquisition, employment support system among the businesses, expansion of obligatory employment of North Korean defectors by government bodies.
Secondly, local governments or police offices that are currently performing family relationship-forming projects as part of government-wide efforts should increase its scope by dint of administrative or financial assistance. While, private organizations and individuals should get financial support such as tax reduction and payment of support money.
Thirdly, enforcement of strict interrogation system is needed to detect North Korea's spies under the cover of a North Korean defector. For this, new interrogation system needs to be developed by National Intelligence Service or security police and also a measure may be needed to abolish period limit of joint investigation via legislative move so that precise identification process can be implemented.
Fourthly, to reinforce the capability of security police that are playing a central role in administration of North Korean defectors needs to increase the number of personnel in charge of personal protection of North Korean defectors as well as new establishment of security department at each police office around the place where many North Korean defectors live. On top of that, it needs to positively consider transferring the functions of domestic information collection and anti-communist investigation of National Intelligence Service to police.
In our path towards curbing North Korean defector's return to the North, not only the government but nongovernmental sectors eventually have to accept them as one of our important social members and render sufficient assistance to them. Shaking away from the tendency of basic national security policy being changeable by any new government, we should all recognize that the base of a nation is national security and based on this concept, build the foundation on which related organizations can continue to reinforce their ability.
