초록

탈북민의 탈남현상은 한국사회에서 탈북민의 정착이 녹록지 않은 문제이며 통일과정에서 남북한 주민 간 내적 통합 역시 난제일 것을 예증한다. 이런 상황에서 본 연구는탈북민 정착과 남북주민 간 내적 통합을 위해서 ‘민족주의와 정(情)’ 그리고 ‘다문화주의와 친절(親切)’에 관한 재영탈북민의 인식과 태도를 서면인터뷰와 설문조사를 통해서살펴보고, 통일의 정당성 확립을 위한 레비나스와 데리다의 ‘환대와 우정’의 개념을 정과 친절의 개념과 연관해 탐색한다. 이를 통해서 남북한 주민 간 내적 통합의 길을 모색하고자 한다. 이 글은 구체적으로 1) 재영탈북민의 한민족, 한국(사회), 남한주민에대한 인식과 태도에 영향을 미치는 요인, 2) 한민족의 정과 다문화의 친절에 대한 재영탈북민의 경험과 태도, 3) 국내탈북민의 정착을 위한 한국사회의 정과 친절의 수행 방식 등에 대해서 논의한다. 우선 한민족과 한국(사회), 그리고 남한주민에 대한 재영탈북민의 인식에 영향에 미치는 4개의 공통요인 - <민족지향>, <민족현실>, <한국지향>, <한국현실> - 을 발견했다. <민족지향>과 <민족현실>은 정과 관련이 깊고, <한국지향> 과 <한국현실>은 친절과 관련이 있다. <민족지향>은 민족수호의 의무, 남북한주민의 민족적 연대감, 통일을 위한 민족 공동체의식의 중요성, 탈북민의 통일 과정에서의 가교역할 등의 인식과 태도에 영향을 미치고 있다. <민족현실>은 남한주민의 탈북민에 대한동포애와 친절에 대한 인식과 태도에 영향을 미치고 있다. <한국지향>은 삶의 여유와노력의 대가, 남한주민의 배려심 등에 대한 재영탈북민의 인식과 태도에 영향을 미치고 있다. <한국현실>은 탈북민에 대한 차별과 무시, 탈북민의 출신 은폐, 외국인 같은 소외감, 남한주민과의 관계 재형성 등에 관해서 재영탈북민의 인식과 태도에 영향을 미친것으로 나타났다. 아울러 탈북민의 탈남현상은 <민족지향>·<한국지향>과 같은 지향성및 기대감이 <민족현실>·<한국현실>과 같은 경험적 현실과의 괴리 때문에 나타났다고주장한다. 탈북민의 한국사회 정착을 위한 정과 친절의 정치학은 탈북민에 대한 존중과성숙한 시민사회 지향성 속에서 환대(우정)의 정치학의 필요성을 제안한다.

영어초록

The ‘Talnam’ phenomenon of North Korean defectors proves that the settlement of North Korean defectors in South Korean society is not easy, and that internal integration between North and South Koreans will also be a difficult task in the process of unification. In this context, this study empirically examines the perceptions and attitudes of North Korean defectors residing in the UK regarding ‘nationalism and affection’ and ‘multiculturalism and kindness’ for the purpose of resettlement and internal integration between North and South Koreans. In addition, the concept of ‘hospitality and friendship’ of Levinas and Derrida for establishing the legitimacy of unification is explored in relation to the concept of affection and kindness. This article specifically describes 1) the experiential perceptions and attitudes of North Korean defectors residing in the UK toward the Korean people, South Korea (society), and South Koreans, and factors that influence such recognition and attitudes, 2) The attitudes of North Korean defectors residing in the UK on the affection of the Korean people and multicultural kindness, 3) the relationship between hospitality (friendship), and the manner in which Korean society performs affection and kindness for the settlement of North Korean defectors in Korea. First, we discovered four common factors - <Nation-Orientation>, <Nation-Reality>, <Korea-Orientation>, and <Korea-Reality> - that affect the perceptions of North Korean defectors residing in North Korea toward the Korean people, Korea (society), and South Koreans. <Nation-Orientation> and <Nation-Reality> are deeply related to affection, and <Korea-Orientation> and <Korea-Reality> are related to kindness. <Nation-Orientation> is composed of factors such as the duty to protect the nation, the sense of national solidarity between the North and South Koreans, the importance of a sense of national community for unification, and the role of a bridge in the unification process of North Korean defectors. <Nation-Reality> is composed of factors of fraternity and kindness of South Koreans toward North Korean defectors. <Korea-Orientation> is composed of factors such as leisure for life, reward for effort, and consideration while <Korea-Reality> is made up of factors such as discrimination and ignoring North Korean refugees, hiding their origins, feeling alienated like foreigners, and re-establishing relationships with South Koreans. It is argued that the Talnam phenomenon of North Korean defectors is due to the gap between the orientation and expectations of <Nation-Orientation> and <Korea-Orientation> with the empirical reality such as <Nation-Reality> and <Korea-Reality>. The politics of affection and kindness for North Korean refugees to settle in Korean society suggests the necessity of a politics of hospitality (friendship) in respect for North Korean refugees and a mature civil society orientation.
