초록

탈북학생들의 성장을 위한 지원이 보다 적극적으로 진행될 필요가있다. 이들이 개인정체성, 국가정체성을 형성하고 유지하면서 한국사회의 일원이 될 수 있도록 하는 사회통합 노력이 필요하다. 그들의 과거 교육 경험에서 누락되었던 민주시민교육에 대한 고려가 요청된다. 본연구는 사회통합 차원에서 탈북학생의 민주시민교육을 돕기 위한 개별적 맞춤형 접근을 위한 방안으로 윤리컨설팅 프로그램 모듈을 개발하고자 한다. 이를 위해 그들에게 이미 내재되어 있는 집단주의, 사회주의 사상 및 가치관뿐만 아니라 가치관의 부재 및 혼란, 탈북경험에 의한 스트레스 등의 문제를 인식할 필요가 있다. 아울러 민주시민의 가치를 탈북학생들이 습득할 수 있는 기회가 제공되어야 한다. 탈북학생들은 남한 사회 적응교육에서 자유, 민주, 권리 등과 같은 가치의 문제를 다루는 도덕윤리교육을 필요로 한다.
문화이주민으로서 탈북학생을 대상으로 한 상담은 심리적 안정 활동에서 발전된 형태인 윤리컨설팅이다. 북한 출생 탈북학생을 대상으로한 윤리컨설팅은 민주시민교육으로서 다음과 같은 점을 지향할 수 있다. 첫째, 자유, 책임, 정의와 같은 자유민주주의의 핵심 가치를 다룬다. 둘째, 자아정체성 형성을 추구한다. 셋째, 탈북학생과 남한학생들과의 상호소통과 협동의 장을 마련한다. 넷째, 탈북학생들이 남한의가치문화를 습득할 수 있는 활동 기회를 제공한다. 마지막으로 생활문화적 접근 지향으로 맥락형의 주제와 제재를 취급함으로써 자신의 삶의 문제에 천착할 수 있는 계기를 제공한다. 이를 위한 회기별 진행모듈로 1회기의 사전준비 소개 활동, 2회기의 도덕딜레마 활동, 3회기의 도덕역할극 활용, 4회기의 자유질문지 활용 자유인터뷰, 5회기의협업 프로젝트 활동을 제안할 수 있다.

Support for the growth of North Korean defectors needs to be to allow them to become members of Korean society while forming and maintaining individual identity and national identity. Especially in the case of national identity, it is necessary to live as a citizen of South Korean society. The research aims to propose the direction of development of an ethics consulting program as a way to provide a customized approach to help North Korean defectors develop national identity and democratic citizenship in terms of social integration. Ethical consulting for the development of democratic citizenship of North Korean defectors requires not only collectivism, socialist ideas and values already in them, but also problems such as lack of values and confusion, and stress from defection experiences. In addition, North Korean defectors should be provided with an opportunity to acquire the values of democratic citizens that South Korean youths have naturally acquired through school education during their school years. In this regard, North Korean defectors need moral and ethical education to deal with issues of value such as freedom, democracy, and rights in South Korea's social adaptation education.
Counseling for North Korean defectors should go from counseling activities aimed only at psychological stability to counseling activities that include moral values. Ethical counseling for North Korean defectors is an ethical consulting that describes South Korea's values and needs to be directed at the following points. First, the program module deals with the core values of liberal democracy, such as freedom, responsibility, and choice. Second, it seeks to form self-identity. Third, it will set up a forum for mutual communication and cooperation with North Korean and South Korean students so that they can play a role in social integration. Fourth, it provides an opportunity for North Korean defectors to acquire the value culture of the South. Finally, by dealing with contextual topics and sanctions with a lifestyle approach orientation, it provides an opportunity to adhere to the problems of one's own life. Social integration efforts are also needed Each session of the module for Ethical Consulting Program for North Korean Refugee Adolescents is divided into five parts: preliminary preparation for the first session, moral dilemma for the second session, moral role play for the third session, and free interview for the fourth session. It is possible to suggest the implementation of five sessions of collaborative projects.
