인권교육과 민주시민교육의 관계 및 조화 방안 고찰 (The Relationship and Harmony between Human Rights Education and Democratic Civic Education)

초록

이 연구에서는 인권교육과 민주시민교육의 개념과 발전배경을 고찰하고 인권교육과 민주시민교육의 관계 재정립을 통해 상호 보완을 통한 조화 방안을제안하고자 하였다. 인권교육과 민주시민교육의 관계를 살펴보면, 먼저 기본원칙 측면에서 인권교육과 민주시민교육은 공동체의 시민성 함양을 공통으로 지향하지만, 인권교육은 민주시민교육보다 가치지향적이다. 역량 측면에서 인권교육은 인권감수성 함양에, 민주시민교육은 시민성 함양에 각각 주안점을 두고 있다. 내용 측면에서 인권교육은 민주시민교육의 중핵적 요소를 차지하면서 일부를 이루고 있다. 인권교육과 민주시민교육이 조화를 이루며 발전하기 위해서는 다음 사항이 필요하다고 보았다. 첫째, 인권교육과 민주시민교육의 관계재정립이 필요하다. 민주시민교육은 파당성을 금지하고 다원성을 존중하면서도, 맹목적이지 않아야 하고 민주주의적 가치와 인권존중의 한계를 지켜야 한다. 인권교육은 민주시민교육의 핵심적 일부이기 때문에 민주시민교육의 방향과 한계를 설정하는데 지표가 될 수 있다. 둘째, 민주시민교육 활성화를 통해 인권교육도 동시에 강화할 필요가 있다. 시민성의 획득은 인권보장 수준의 제고 과정으로, 인권교육과 민주시민교육은 각각 시민성으로서 인권감수성의 함양, 인권감수성 향상을 위한 교육이 되어야 한다. 셋째, 민주시민교육으로서 인권교육 추진체계에서 정부는 교육의 본질을 훼손하지 않는 범위 내에서 교육의 기반 마련, 교육환경 조성, 재정적 지원을 하되, 교육의 실제적 운영은 학교와 시민사회에 맡기는 것이 바람직하다. 넷째, 학교교육에서 인권교육과 민주시민교육은 실천적으로 상호 보완적인 접근을 통해 이루어져야 한다. 학교교육에서 인권교육은 학생들의 민주적 참여를 통해 교과수업뿐만 아니라 생활지도 과정을 포함한 일상에서 민주적인 학교문화 조성을 통해 이루어질 필요가 있다.

영어초록

This research was intended to propose ways of harmonizing human rights education and democratic civic education by considering the concept and background of development of human rights education and civic education. Based on this, this study proposed ways to harmonize the relationship between human rights education and democratic civic education through the redefinition of their relations. Human rights education and democratic civic education are common in the direction of fostering community citizenship, but human rights education is more value-oriented than democratic civil education. In terms of competence, human rights education focuses on fostering human rights and democratic citizenship. In terms of content, human rights education forms a key part of democratic civil education. In order for human rights education and democratic civil education to develop harmoniously, the following matters are needed. First, the relationship between human rights education and democratic civil education is needed to be re-established. Democratic civic education should ban party affiliation and respect plurality, but not be blind. And it should set the limits of democratic values and respect for human rights. Since human rights education is a key part of democratic civic education, it can serve as an indicator for setting the direction and limits of democratic civic education. Second, human rights education needs to be strengthened at the same time by revitalizing democratic civic education. Students can improve their human rights sensitivity while cultivating their citizenship. Human rights education and democratic civil education, as citizens, should aim to foster citizenship by fostering the human rights and improving the human rights quality Third, it is desirable for the government to lay the foundation of education, create an educational environment and provide financial support to the extent that it does not undermine the essence of education, but leave the actual operation of education to schools and civil society. Fourth, human rights education and democratic civil education in schools should be done through a complementary approach in practice. In school education, human rights education needs to be done through the creation of a democratic school culture in everyday life, including life guidance courses, as well as through the democratic participation of students.
