초록

민주시민교육은 민주절차에 참여할 수 있는 시민을 준비시킨다는 목적에 따라 국민이 국가의 주권자로서 국가와 지역사회에서 일어나는 정치현상에 관한 지식과 정치참여의 기술 및 태도를 갖춤으로써 책임 있는 정치행위의 주체가 될 수 있도록 가정·학교·사회에서 습득하는 모든 과정을 의미한다.
민주시민교육의 제도화는 민주주의원리, 헌법적 가치 및 정신 그리고 (시민)교육의 특성에 충실하여야 한다. 민주시민교육의 기본목표와 지향점은 당연히 민주적 공동체를 운영·발전시킬 수 있는‘좋은 시민’,‘적극적 시민’을 양성하는 것이 되어야 한다. 그리고 민주시민교육의 기본방침을 정하거나 이를 입법화하는 과정에 국민·시민단체·정당 등이 모두 참여할 수 있어야 하며, 또한 교육환경의 민주화가 수반되어야 한다. 또한 시민교육은 헌법적 가치와 정신을 따라야 한다. 국가는 민주시민교육을 총괄하는 업무를 국가 차원에서 담당하여야 하고, 민주시민교육에 드는 비용을 부담하고 지원하여야 한다. 민주시민교육을 학교를 중심으로 체계적이고 종합적으로 구성하되, 학교 외의 단체나 기관과 협조체계를 갖추는 것이 매우 중요하다.
한국에서 민주시민교육의 제도화는 전략적으로 단계적 접근방식을 취할 필요가 있다. 그리고 자발성의 원칙에 입각하여 민주시민교육에 관심 있는 자발적인 참여자를 대상으로 시범적으로 시작하는 것이 효과적이다. 민주시민교육이 민주주의의 운영과 발전을 위해 필요한 시민의 양육을 목적으로 하는바, 좋은 시민의 자질을 가리키는 시민덕성의 내용은 시대와 사회에 따라 달라진다. 따라서 우리의 상황에서 요구되는 핵심적인 덕목을 확인하고 이를 구체화할 필요가 있다.

영어초록

The concept of civic education(democratic citizenship education, political education) has diverse meanings, depending on the point of view country by country. Civic education is a whole process in which citizens learn at home, in the school and in the community in order to be responsible and effective political actors as a sovereign who have the knowledge of political phenomena in the community and the state, and the skills and attitudes of political participation.
Developing democratic citizenship and civic virtues, inspiring the respect for law, and therefore building the foundation of democracy and the rule of law, civic education enables a citizen to build up himself according to his own reason; the society to address effectively the public conflict and enhance the social integration; ultimately the country to keep the sustainable development.
Institutionalization of civic education should be based upon democratic principles, values ​​and spirit of the Constitutional law, and the nature of (civil) education. The primary goal of civic education is to develop 'good citizenship' and 'active citizenship' necessary for a democratic community and state. While confirming the basic principles of democratic civic education, or in the legislative process on it, all civil society and political parties are allowed to participate. Educational environments should also be democratized. The values ​​and spirit of the Constitution should be pursued in civic education. Government is responsible for civic education at the national level and should support the costs of civic education. In addition, the political neutrality of education and especially the political impartiality of education should be kept carefully. Civic education should be systematic and comprehensive, which can be possible in the cooperation among schools and other organizations.
A strategic step-by-step approach is required for the institutionalization of civic education in Korea. On the principle of voluntary, it will be more effective to start with a pilot program targeting voluntary participants who are interested in civic education. Civic education aims to build up the citizens capable of developing democracy. Civic virtues as the qualities of a good citizen vary from time to time. Therefore fundamental civic virtues of our days are to be identified and internalized, among which are tolerance, public-spiritedness (or civic mindedness), and willingness to participation.
