정치적 프랑코포니의 미시사적 분석과실천적 함의에 대한 연구 (A micro-historical analysis on the political Francophonie and its practical implication)

초록

본 연구는 세계화의 맥락에서 불어를 사용하는 국가들의 정치체인 프랑코포니 국제기구(L’Organisation internationale de la Francophonie, OIF)의 새로운 세계정치 제도화 시도를 분석하여 역사적 사실과 현실의 정치역동을 이해하고 정치적, 문화적 함의를 찾는 데 목적이 있다. 본연구는 세 가지 측면에서 분석을 시도한다. 첫째는, 문화와 언어를 바탕으로 한 제도적 재정비이고, 둘째는 문화다양성을 새로운 규범적 가치로 도입한 것, 셋째로 1997년 베트남 하노이 정상회담 이후 실행된 문화-언어를 바탕으로 한 고유한 전략을 중심으로 분석한다. 중요 정책결정자들과의 인터뷰와 다양한 일차사료를 바탕으로 세계화 속에서 프랑코포니의 정치제도적 변화의 요인을 분석하며, 제도, 규범, 전략 (institution, norm, strategy) 세 가지 개념을 방법론적으로 도입한다. 이들개념들을 이용한 분석은 언어와 문화를 바탕으로 한 프랑코포니의 세계정치적 등장이 90년대 이전의 정치문화형태와 완전히 상이한 단속성(discontinuity)을 나타낸다. 세 가지의 대별되는 정치적 표상 (representation)들을 파악하였다. 첫째는 국제수준과 지역언어수준 (intralinguistic level)에서 프랑코포니의 국제기구는 영미권을 중심으로 형성된 문화언어적 지배구조에 대항하여 '문화적 다양성' 이라는 새로운 담론과 규범전략으로 정치연합을 효과적으로 구성하는 것을 파악하였다. 둘째는, 프랑코포니 회원국 간의 다자협력 수준에서는 식민지시대부터 지속되는 국가들의 외교관계(특히 프랑스-아프리카의 관계)의 계속성(continuity)을 분석하였고, 이들의 전통적 정치행위가 제도적 발전에 저해요소임을 파악하였다. 마지막으로, 전문가 행위자 그룹인 학자들의 프랑코포니 정치참여를분석하여, 학계의 역동적인 참여가 구체적인 사회현실을 변화시키며 국가행위자들의 한계를 넘어프랑코포니가 좀 더 일관성 있는 국제정치를 구성(construct)할 수 있는 개발협력의 가능성을 제시하고 있다. 시민사회의 전문가들의 역량을 강화하고 이들을 정치프로세스에 참여하도록 독려하는개발협력정책이 매우 중요하며, 이는 유기적이고 효율적인 국제정치제도를 정착하는데 결정적이라는 정치적 문화적 함의를 찾을 수 있다.

영어초록

The main interest of this thesis focuses on the reconstruction of international politics of the Francophonie in the context of globalisation and it articulates on three axes: the institutional reorganisation on the basis of culture-language, the introduction of Cultural Diversity as a new norm and finally the adoption of an original political strategy enhancing the value of culture-language since the creation of the International Organisation of the Francophonie in Hanoi, 1997 up to the present time. Based on interviews with major institutional actors and diverse archival sources, the thesis suggests an analysis and the understanding on the effective causal changes of the institutional Francophonie by mobilising three conceptual notions (institution, norm, and strategy). The mobilisation of these three notions permits to illustrate that the reconstruction of the political Francophonie in front of the globalisation reveals a clear discontinuity with the practices and their precedent representation and demonstrates new forms of political action based on the Culture-Language. The analysis also permits to distinguish three principal scales of representation. The first one is the international and intra-linguistic representation which forms a new regional and international organisation against other forms of dominant cultures, notably Anglo-American one. The second one is the multilateral representation which concerns political arrangement of internal affairs of the Francophone States of which the dysfunction and the inertia constitute majors obstacles against the institutional enhancements. Lastly, it is the representation of terrain, that of scholarly sector in particular which shows a possibility to construct a more coherent international politics from the concrete reality confronted by the actors. The thesis contributes to explain and to understand better the complexity of political representation of the Francophonie. It unveils the way in which an active policy to reinforce the capability of actors of terrain permits to construct a more coherent international politics and it would be susceptible to incorporate the ensemble of actors regardless of their level of representation.
