미중 가치경쟁 구도하에서의 동북아 철도협력체 가능성과 과제 (The Possibility and Tasks of Northeast Asian Railway Cooperation’s Possibilities under the US- Sino Value Competition)

초록

철도건설은 경제, 문화적 연결고리로써 세계화를 촉진시켜 왔다. 세계는 철도중심의 교통 체계 구축을 위해 발빠르게 변화하고 있으며 그 핵심에 고속철도건설사업이 자리매김하고 있 다. 남북이 단절된 철도는 한반도 평화의 단절을 의미하고 있어, 동북아 국제관계에서 철도 산업은 경제협력과 문화소통의 장으로 활용 가능한 플렛폼 역할에 주목할 필요가 있다. 그러 나, 동북아 역내 국제정세는 미중간의 패권경쟁 지속과 북한의 핵개발 및 공세적 대회전략으 로 미래 불확실성이 커지고 있다. 따라서, 동북아철도협력에 대한 중요성과 이를 위한 현실 적 방안 마련이 필요하다.
먼저 철도협력에 대한 논의와 우리 정부의 동북아 철도협력체 구상을 살펴보고, 미중 간 패권 경쟁이 동북아 철도협력에 미치는 영향을 분석한다. 무엇보다 미국의 동북아 철도협력 에 대한 미국의 영향력이 중요한 만큼 미국의 동북아 철도협력체 지원 가능성을 타진한다. 과거 미국 의회는 카스피해 연안과 트랜스코카서스 국가의 인프라 개발 등을 지원하기 위한 ‘Silk Road Strategy Act(1999년 7월)’를 채택함으로써 간접적으로 유럽 주도의 대륙횡단철 도구상 TRACECA를 지원한 적이 있는 바, 유사한 방식으로 TSR 활성화를 우회 지원할 수 도 있다. 미국은 동북아 지역의 세력 균형자로서 여전히 이 지역에서 안보적, 경제적 이해관 계에 사활을 걸고 있으며 한반도 문제에 깊숙이 관여하고 있기 때문에 향후 동북아 철도협력 체 구상에 관심을 가질 수 있기 때문이다. 또한 동북아 평화와 번영을 위해 역내 국가들이 지역주의를 강화하게 될 때, 남북한 철도연결을 비롯한 대륙횡단철도 연결에 정치적인 이유 로 관심을 갖지 않을 수 없다.
따라서 본 연구는 미중 간 패권경쟁 속에서 미중의 동북아 철도협력체 가능성에 관한 경 제적, 환경적 요소를 포함한 가능성 여부를 검토하고, 미래 지향적 관점에서 동북아 철도협 력사업의 추진 과제를 살펴보고자 한다.

영어초록

Railway construction has promoted globalization as an economic and cultural link. The world is rapidly changing to establish a railway-centered transportation system, with high-speed rail construction projects at its core. The disconnected railways between the North and South of the Korean Peninsula symbolize a disruption of peace on the peninsula, highlighting the need to recognize the railway industry as a platform for economic cooperation and cultural exchange in East Asian international relations. However, the regional geopolitical landscape of Northeast Asia is marked by the ongoing U.S.-China power struggle, North Korea’s nuclear development, and its aggressive foreign strategy, leading to increased uncertainty about the future. Therefore, it is crucial to emphasize the importance of Northeast Asia railway cooperation and devise practical measures to achieve it.
This study first examines discussions on railway cooperation and the South Korean government’s vision for a Northeast Asia railway cooperation framework, analyzing the impact of the U.S.-China power rivalry on this cooperation. Given the significant influence of the U.S. on Northeast Asia railway cooperation, it is essential to explore the possibility of U.S. support for such initiatives. In the past, the U.S. Congress indirectly supported Europe-led transcontinental railway plans like TRACECA by adopting the Silk Road Strategy Act in July 1999 to assist infrastructure development in the Caspian Sea and Transcaucasus regions. Similarly, the U.S. could indirectly support the activation of the Trans-Siberian Railway (TSR). As a critical balancer of power in Northeast Asia, the U.S. maintains vital security and economic interests in the region and remains deeply involved in Korean Peninsula issues, which may prompt future interest in a Northeast Asia railway cooperation framework. Moreover, as regional countries strengthen regionalism for Northeast Asian peace and prosperity, they cannot ignore the political implications of transcontinental railway connections, including reconnecting railways between the two Koreas.
Therefore, this study aims to assess the economic and environmental feasibility of U.S.-China Northeast Asia railway cooperation amid their power competition and examine the future-oriented challenges in advancing railway cooperation projects in Northeast Asia.
