수출 재(再)제조물품에 대한 한·미 FTA 특혜관세 활용방안 (KOREA·US FTA Preferential Tariff Utilization of Export and Remanufactured Goods)

초록

Although the remanufacturing industry can be considered well-suited in an era of low-growth and high-prices, there are limits to Korean remanufacturing industry promotion efforts compared to that of USA or Europe. This is the consumption structure which is centered around new goods, lack of differentiation between high-grade used goods from low-grade used goods, difficulty in searching for new markets, and lack of cooperation from the original manufacturers.
The purpose of this study is to identify the status of FTA utilization and the problems associated with utilization of remanufactured goods exports, and also to present a plan toutilize FTA preferential tariffs by analyzing rules of origin in the FTA. Findings indicate that as the demand for remanufactured goods increases, Korea should protect and foster the development of its remanufacturing industry while simultaneously formulate and implement policy measures to strengthen export support. In addition, as used car exports to regions such as Southeast Asia, South America, and Middle East increase, the demand for remanufactured goods is expected to increase as well due to the cost of purchasing genuine parts. This will put Korea in a position to establish a negotiation strategy that will enable Korean remanufactured goods exporters to utilize FTA preferential tariffs to a higher degree.
