초록

1970년대 북한의 대미 접근은 냉전 체제 내에서 지속된 군사적 대립과 이념적 갈등 속에서도 실용적 외교 전략이 병행되었음을 보여준다. 또한 북한의 대미 접근 전략을 가장 잘 관찰할 수 있는 시기인 동시에 남･북･미 관계의 특징이 잘 드러나는 시기이기도 하다. 본 연구는 전략적 삼각관계의 모델을 이용해 이 1970년대 남･북･미 관계를 분석해보고자 하였다. 그 결과 1970년대 초반 남･북･미 관계는 기존 세 행위자의 관계와 유사하게 ‘안정적 결혼’ 상태로 정의할 수 있었다. 1970년대 초반 남북한이 대화를 개시하고 북한이 대미 접근을 강화하면서 한반도 문제를 둘러싼 남･북･미 간 역학 관계는 새로운 국면을 맞이하였는데 이러한 삼각관계의 변화는 ‘안정적 결혼’에서 ‘로맨틱 삼각관계’로 전환하는 듯한 모습을 보이기도 하였다. 초기에는 남한과 미국의 강한 동맹 관계 속에서 북한이 배제된 형태였다면, 이후 데탕트와 주한미군 철수 논의가 본격화되면서 북한과 미국 간의 접촉이 증가하며 남한이 소외될 가능성이 커졌다. 그러나 미국은 북한의 대화 요청에 응답하지 않고 3자 또는 4자 회담의 틀 속에서 한반도 문제를 다루고자 하였다는 점에서 근본적으로는 남･북･미 관계가 변화하지 않았다고 볼 수 있다. 북한의 대미 외교와 남･북･미 관계에서 고려해야 할 사항은 북한이 주한미군 철수라는 의제를 3자 관계의 양상이 변하는 과정에서도 지속적으로 관철하고 있다는 것이다. 흔히 북한의 외교 전략과 정책 수립은 경로의존성을 띠고 있다고 한다. 북한이 냉전 시기부터 현재에 이르기까지 관철해 온 의제와 외교 전략을 파악한다면 이후 진행될 남북 관계, 북미 관계, 남･북･미 관계에 이르기까지 시사점을 제공할 것이다.

영어초록

North Korea's approach to the United States in the 1970s reveals a pragmatic diplomatic strategy that was accompanied by ongoing military confrontation and ideological conflict within the Cold War era. The 1970s is one of the best periods to observe North Korea's approach to the United States, and it also characterizes the Inter-Korean and US Relations. This study attempts to analyze the Inter-Korean and US relationship in the 1970s using the strategic triangle model. As a result, the relationship between South Korea, North Korea, and the United States in the early 1970s can be defined as a “stable marriage” similar to the existing relationship between the three actors. The dynamics between South Korea, North Korea, and the United States over the Korean Peninsula entered a new phase in the early 1970s when the two Koreas initiated dialogue and North Korea increased its approach to the United States, and the triangle appeared to shift from a “stable marriage” to a “romantic triangle”. While North Korea was initially excluded from the strong alliance between South Korea and the U.S., the increased contacts between North Korea and the U.S. as the discussions on the withdrawal of U.S. troops from South Korea and the U.S. began in earnest, increased the possibility of South Korea being marginalized. However, the U.S. did not respond to North Korea's request for dialogue and sought to address the Korean Peninsula in the framework of trilateral or quadrilateral talks, so the Inter-Korean and US relationship has not fundamentally changed. What is important to consider in the context of North Korea's diplomacy with the Inter-Korean and US relationship is that North Korea has continued to pursue its agenda of withdrawing U.S. troops from South Korea, even as the face of the Inter-Korean and US relationship has changed. It is often said that North Korea's foreign strategy and policy formulation is path-dependent. Understanding the agenda and diplomatic strategy that North Korea has followed from the Cold War to the present can provide insights into the future of inter-Korean relations, North Korea-U.S. relations, and South Korea-North Korea-U.S. relations.
