전략적 미래 한미동맹과 주한미군 평택재배치의 함의 (Implications of the Future Korea-US Strategic Alliance and of the Relocation of the USFK to Pyeongtaek)

이 논문은 전략적 미래한미동맹의 주요 변화 요인이자 동맹의 지속성과 재조정의 가장 중요한 사례로 간주되는 주한미군의 평택재배치 현황 및 이전관련의 주요 이슈에 대해 고찰해 봄에 있다. 현재 한미양국은 21세기 안보환경에 맞게 우호협력 증진을 바탕으로 전략적 미래한미동맹 구축에 주력한다. 전략적 미래 한미동맹의 가장 중요한 개념적 접근은 ‘전통적 우호동맹관계’를 바탕으로 ‘전략적 미래동맹관계’로 현실주의적 동맹외교 강화로 축약된다. 한미양국이 진행 중인 주한미군 평택 및 오산 재배치는 향후 주한미군의 역할 변화와 한미동맹 자체의 성격 변화를 함축한다. 주한미군이 감축되지만 대규모의 미군 병력이 장기적으로 주둔하는 상설기지이자 독자적인 군사작전 임무를 수행하게 됨을 의미한다. 전략적 미래 한미동맹의 재조정은 주한미군 재배치 이전사업의 이행을 통해 더욱 논의되고 현실화될 것이다. 이와 관련 한미양국은 기지이전의 지연 이슈이자 중요한 변수로 제기되고 있는 분담금 협상, 기지부지공사, 이전비용 증액 및 평택 발전에 미치는 영향 등의 현안 문제 해결에 주력해야 할 것이다. 향후 주한미군의 평택 이전과 관련하여, 미군기지 이전사업을 원활히 수행하고 평택지역의 발전이라는 현실적이고 바람직한 방안을 탐색하고 집행하는데 정책결정자 수준 내지 지역적 차원에서 지속적으로 주력해야 한다.

영어초록

The study aims to review the status quo regarding the relocation of the U.S. Forces in Korea to Pyeongtaek and the major relocation-related issues, which are considered critical change factors not only for the future of the Korea-U.S. strategic alliance but also for the continuity and rearrangement of such alliance. At present, the two countries are focusing on the establishment of a strategic future alliance built on amicable cooperation that keeps abreast with the security environment of the 21stcentury. It may well be summed up that the most critical conceptual approach towards the strategic future alliance between the two countries is a "strategic future alliance" built on a "traditional amicable alliance" that reinforces alliance diplomacy in a realistic manner. The relocation of the U.S. Forces in Korea to Pyeongtaek and Osan, which Korea and the United States are currently undertaking, has ramifications for change as far as the future roles of the U.S. Forces and the nature of the Korea-U.S. alliance are concerned. Albeit the reduction in the number of the U.S. troops in Korea, the relocated military base will serve not only as a permanent base for the large-scale forces on a long-term basis but also for carrying out independent military operations and missions. The rearrangement of the strategic future alliance between Korea and the United States will be further discussed and actualized through the relocation of the U.S. Forces in Korea. As regards this issue, Korea and the United States should spare no effort in addressing the pending issues, such as the sharing of expenses, military site construction, relocation-related cost expansion, and the impact of such matter on the development of Pyeongtaek, which have been cited as delaying and change factors for the relocation of the military base. In relation to the relocation of the U.S. Forces in Korea to Pyeongtaek, sustainable efforts should be made at the level of those who are involved in the final decision-making process and who belong to the concerned region in implementing a smooth relocation of the military base and in seeking measures for the development of the Pyeongtaek region in a realistic and desirable manner.
