초록

문명사를 되돌아보면 두 개의 거대흐름(megatrend)이 보인다. 하나는 개개인의 자유 증대를 지향한 끊임없는 선형진화(線型進化) 흐름이고 다른 하나는 강대국의 흥망이라는 반복되는 순환이다. 21세기에 들어서서 두드러지게 된 자유민주주의의 보편화라는 선형 거대흐름은 국민들 여론에 의한 국가 권력의 제한을 가져와 어떤 강대국도 이상주의적 대외정책을 추진하기 어렵게 만들고 있고 또한 국내의 소수민족의 자치 요구를 통제할 수 없게 만들어 각종 분쟁을 일으키고 있다. 또한 21세기에 접어들면서 미국은 강대국 흥망 순환 구조의 끝자락에 이르러 더 이상 세계 질서를 지배할 수 없게 되었다. 이 두 가지 흐름이 맞물려 국제질서는 큰 변혁을 겪고 있다.
탈냉전체제가 이라크전 이후 체제로 전환하고 있다. 미국 주도의 단일 세계민주공동체 구축 작업은 미국의 이라크전 실패로 정체기에 들어갔다. 미국의 주도력이 약화되면서 이라크전 후기 체제는 강대국간의 힘의 균형으로 질서가 유지되는 느슨한 세력균형체제로 전환되고 있다.
동북아질서는 미일동맹, 미중 전략적 협력 관계, 미러 우호 관계 등 3개의 쌍을 이루는 협력체제를 다시 서로 견제시키는 미국 주도의 비스마르크형 복합 세력균형체제로 유지될 것이다. 미국은 지배적 지위를 가지지 못할지라도 균형유지능력(power of balance)은 보유하고 있어 강대국간의 균형자로서 주도적 지위를 유지할 것이다.
한국은 격변하는 국제질서 속에서 번영하는 통일된 민주국가를 이루려는 국가 비전을 성취하기 위하여 이념을 공유하고 경제적 협력에서 이익을 얻을 수 있고 안전보장을 확보해줄 수 있는 미국과의 동맹을 강화해 나가야 한다. 이것이 현재의 주어진 조건에서 취할 수 있는 가장 현실적인 실용주의 외교이다. 그리고 국제질서가 포괄적 단순 세력균형이 아닌 다층복합체제로 발전하고 있으므로 한국도 대상국별 정책, 영역별 협력 관계 등을 모두 아우르는 통합대응정책을 세워 나가야 한다.

영어초록

Throughout the course of history, two major civilizational megatrends can be discerned. First, a constant, linear evolution based on the quest for greater individual freedoms, and second, the cycle of the rise and fall of great powers. With the spreading of universal values such as freedom and democracy in the 21st century, it is becoming increasingly difficult for a great power to pursue an idealistic foreign policy, not to mention the growing constraints on state power through the influence of public opinion. At the same time, a range of conflicts have arisen on the basis of the inability to effectively control the aspirations of ethnic minorities. It is perhaps also true that the United States is at a point where its power and influence are ebbing so that it can no longer dominate the international order as it once did. Therefore, one could argue that the current international order is undergoing fundamental transformations based on the convergence of these two major trends.
The post-Cold War international system is shifting into a post-Iraqi conflict international system. The U.S.-led effort to create a community of democracies has been stymied owing to the consequences of the Iraqi war. As American leadership seems to be on the wane, the post-Iraqi conflict international order seems to be characterized by a loose order based on a new balance of power dynamics among the great powers. The Northeast Asian order seems to be shifting into a U.S.-led Bismarckian or hybrid balance of power system characterized by the mutually counterbalancing politics of three major pillars: the U.S.-Japan alliance, U.S.-China strategic cooperation, and U.S.-Russian relations. In other words, while the United States may not be able to sustain its role as predominant power, its power balancing capabilities will enable it maintain a dominant role as a balancer among the great powers.
In order to achieve its crucial vision of creating a unified and a democratic Korea in the midst of unprecedented global fluctuations, it is essential for South Korea to strengthen its alliance with the United States owing to the need for accentuating common and shared values, promoting vital economic interests, and safeguarding its security. Such a pragmatic foreign policy is the most optimal option South Korea can pursue within the confines of the emerging strategic environment. It goes without saying that South Korea should formulate more integrated response strategies vis-a-vis key states and domain-specific cooperation modalities to better meet the challenges posed by an international order that is being shaped by a multidimensional, hybrid system, rather than a system based on more simpler balance of power politics.
