공동체에서 꼬뮨으로: 아나키스트 꼬뮨주의의 재급진화 (From Community to Commune: Re-radicalization of Anarchist Communism)

초록

본 연구는 탈근대사회의 도래와 함께 기존 공동체론의 새로운 지평과 비전을 발견하기 위하여 아나키스트 꼬뮨주의에 주목하였다. 역사적으로 발전 ․ 전승된 아나키스트 꼬뮨주의의 내용을 고찰하여 연방주의, 자유연합, 상호부조, 직접행동, 목적과 수단의 일치 등의 특징을 강조하였으며, 이에 더하여 탈근대 아나키스트 꼬뮨주의의 새로운 가치로서 잡종화와 최소화를 제시하였다.
아나키스트 꼬뮨주의는 자본주의와 국가주의를 동시에 비판하지만, 특히 강제적 권력관계에 초점을 맞춘다. 국가체제에 의해 확대 재생산되는 억압적 권력관계를 해체하여 개인적 자유와 사회적 해방을 성취하려는 아나키즘은 역사적으로 근대국가 형성이 자율적인 지역단위로서의 꼬뮨들을 파괴하면서 진행되었다는 사실에 주목한다. 따라서 국가의 해체 이후에 등장할 사회조직의 기본 단위로서 자율적 꼬뮨의 재생 혹은 재구축을 강조하고, 이것들이 다시 자유롭게 연합하면서 꼬뮨의 네트워크가 상향적으로 구성되어 궁극적으로는 세계적 차원에서 아나키스트 꼬뮨주의가 확산되는 연방주의를 아나키사회의 조직원리로 삼는다. 연방주의의 최대 특성은 상위의 대연방이 어떤 권력의 중심이나 지배적 역할을 수행하는 것이 아니라, 최초의 그리고 최소의 연합체인 꼬뮨이 최종적인 결정권을 가지며, 상위의 연합체는 조정의 역할을 수행하는 의사소통적 기능을 가질 뿐이다. 나아가 각 연합(체)의 내외관계는 상호부조에 의해서 지속된다.
아나키스트 꼬뮨주의는 한국 지역사회학에 새로운 이념적 자원을 제공할 것이며, 중앙집권주의로 인하여 지방자치의 기반이 매우 허약한 한국의 국가체제를 재구조화하는데 필요한 비판적인 정책방안을 제시할 수 있다. 끝으로, 잡종화와 최소화라는 새로운 개념은 21세기 대안사회의 구축에 필요한 탈근대적 감수성과 상상력을 요구할 것이다.

영어초록

This study aims to illuminate anarchist communism to discover new perspectives and visions for the coming of post-modern society. After identifying such characteristics of anarchist communism as federalism, free association, mutual aid, direct action, and ends-means congruence, I introduced two new analytical concepts, hybridation and minimization which fully represent and explain fully the post-modern dimensions of anarchism.
Anarchist communism, though critical of both capitalism and statism, is primarily concerned with the coercive power relations maintained and encouraged by the state system. Anarchists are well aware of the historical destruction of autonomous communes in late middle ages as a consequence of the modern state formation, whose destruction is now regarded one of the most important anarchist task. Anarchist communism has long developed the idea of federalism as a fundamental principle of anarchic social organization which will emerge after the disorganization of the state. Federalism starts first from the free association of communes as an autonomous local unit and then expands to build a federation of local communes at regional level, and finally reaches a confederation of federations at national level. The network of communes with it's bottom-up movement is thus expected to produce a global confederation or European federation. The most crucial aspect of anarchist federalism lies in the fact that the commune as initial but smallest unit of organization is entitled to exercise the power of final decision making, while the largest unit is given only minimal rights of communicative coordination and delegation. The inter- and intra-relations of the commune and federation are governed by the principle of mutual aid.
Anarchist communism may provide new ideological resources necessary for further upgrading Korean Regional Sociology and propose critical policy advices on the restructuring of the highly centralized state system of Korea, where local self-governments are becoming weaker and weaker. Finally, both hybridation and minimization will demand some fresh post-modern sensitivities and imaginations to build an alternative society in the 21st century.
