초록

The military has established and operates a military installation protection zone to protect military bases and military facilities and to facilitate military operations. The problem of the operation of the military installation protection zones is uniformly set by a certain standard in a wide area reaching about 9% of the whole territory of the country, and 71% is concentrated in Gangwon Province and Gyeonggi Province, which are located near the military demarcation line.
Despite the fact that the explosion-related military installation protection zone is managed as a restricted area, it is required to consult with the Minister of National Defense and the deputy commanding officer in preparation for military operations, such as construction, excavation, Which restricts strong acts in accordance with the protected areas.
In addition, there is a lack of safety management for the residents in the military installation protection zone and the surrounding area, and the problems such as being designated to overlap with the zone specified by other laws for development and maintenance are exposed.
As a policy direction for resolving the problem, the military installation protection zone is divided into three areas such as core area, buffer zone, and release review area. Main areas are to maintain current regulations, buffer areas allow some actions such as opening roads, The review area shall be reviewed for dismantlement if there is no disruption to the operations of the military facilities and military operations.
