동학농민혁명기록물의 기록학적 가치 제고 방안 (The Improvement Plan of the Record Value of the Donghak Peasant Revolution)

초록

2017년 6월 문화재청은 동학농민혁명기록물을 2018년 3월 ‘세계기록유산(Memory of World)’의 등재신청대상으로 결정하였다. 동학농민혁명은 국내는 물론 국제적으로도 중요한 역사적 전환을 이룬 사건이었다. 2004년 「동학농민혁명 참여자 등의 명예회복에 관한 특별법」의 재정은 역사적 사건으로서 ‘동학란’을 ‘혁명’으로 평가하는 것이었다. 이는 암울한 역사적 기억의 현재화 과정이며, 지속적인 자료의 발굴을 통해서 가능하였다.
동학농민혁명기록물은 1894년 일어난 동학농민혁명에 관련된 모든 기록물을 가리킨다. 본고는 2018년 ‘세계기록유산’으로 등재 신청한 175종의 기록물에 대한 기록학적 가치를 제고할 수 있는 방안을 탐구하는 것이다. 동학농민혁명기록물은 특정 주제에 의해 정리 분류된 수집기록물이다. 기록물의 생산 정보와 무관하게 기록물은 여러 기관에 분산 소장되어 있으며, 기록물 사이의 맥락정보도 분명하지 않다. 기록물 가치를 증대하기 위해서는 국내외 기록물 조사를 확대해야 하며 기록 상호간의 연결 정보를 파악하는 데 노력해야 한다.
수집된 기록물은 ISAD(G)나 ISAAR(CPF)와 같은 국제표준을 기반으로 기술규칙을 개발하여 정리한다. 동학농민혁명기록물의 보존 실태를 고려할 때 기술규칙에는 각기 다른 소장기관의 기록물 정보를 연결할 수 있는 방안이 고려되어야 한다. 아울러 동학농민혁명기록물의 개념을 현재 꾸준히 생산되는 조사ㆍ연구ㆍ기념사업 등의 기록물까지 확장하여 정리해야 한다. 현용기록들에 대한 기록관리학적 측면의 정책 수립과 시행이 선행될 때 동학농민혁명기록물의 가치는 보다 더 높아질 것이다.

영어초록

In June 2017, The Cultural Heritage Administration of South Korea decided to submit documents related to the Donghak Peasant Revolution to be considered and registered in the UNESCO Memory of the World in March 2018. The Donghak Peasant Revolution was a great event that has both domestic and international importance. The legislation of the ‘Special Act for Recovering the Honor of the Participants of the Donghak Peasant Revolution’ in 2004 was a historical occasion, one which caused the event to be thought of as a ‘revolution’ rather than as a ‘revolt.’ This was a process of modernizing a tragic episode in history, which was possible thanks to consistent collection and excavation of relevant materials.
The documents of the Donghak Peasant Revolution include all kinds of materials, like descriptions, documents, and archives that are related to the 1894 Donghak Peasant Revolution. This paper aims to establish a method for improving the archival value of the 175 listings that were planned to be sent to be considered as the UNESCO Memory of the World. The documents of the Donghak Peasant Revolution were collected and sorted according to specific subjects. In fact, they have been collected separately by many institutes without consideration for their production, and the relationships between the different documents are still unclear. In order to improve the value of these documents, more extensive investigation of the related materials should be followed and the relationship between each and every document should be studied further.
Collected records should be rearranged after developing unique technical rules based on international standards like ISAD(G) or ISAAR(CPF). Considering the preservation status of the records, the technical rules should include a special method that can gather together the information gleaned from the records that have been collected by various institutes. Also, the new concepts of the documents of the Donghak Peasant Revolution should be applied to newly produced materials from the related research, studies, and memorial projects. The value of the materials of the Donghak Peasant Revolution is sure to rise when the policies for current documents are established and implemented in the light of archival management.
