초록

국내 수산물 유통시장은 가격구조와 위생관리측면에서 문제가 있다. 이는 다단계 유통 구조와 시장의 불완전성에도 기인하지만 결국 정책의 문제이다. 해결방안은 정부가 유통시장 내 개입하여 공정한 경쟁질서를 세우고 관련 조직과 인프라를 관리하는 것이다. 수산물은 공산품과 달리 1차 상품으로 식량자원의 성격을 가지고 있고, 이 때문에 정부의 통제와 지원은 불가피하다. 따라서 본 논문에서는 질서자유주의 경제정책(Ordo Liberalism)을 근간으로 하는 생산자와 고객 친화적 수산물 유통정책을 제안하고자 한다. 본 연구의 목적은 적절한 수산물 유통구조와 가격체계를 정립하는 것이다. 또한 위생적이고 안전한 수산물 공급을 가능하게 하는 새로운 유통정책을 제안하는 것이다. 이는 지속가능한 수산물 유통산업의 경쟁력을 유지 발전시켜나가는 것이며 동시에 소비자의 편익을 극대화하는 것이다. 궁극적으로 제안정책은 수산물가격의 안정을 통해 국민경제의 안정과 질서를 유지하는 데에도 기여할 것이다.
본 논문은 서론을 포함하여 총 5장의 내용으로 구성되었다. 제Ⅰ장의 서론에 이어 제Ⅱ장 에서 선행연구와 본 연구의 차별성을 언급하였다. 본 연구는 기존의 연구와는 달리 수산물 가격의 합리적 안정화를 도모하기 위해 기존 수산물 유통구조의 변혁을 제안하고자 한다. 동시에 수산물 유통관련 법률과 제도를 통합적으로 고려하여 정책적 시사점을 도출하고자 하였다. 또한 1인 가구의 증가 등 사회 환경의 변모, 대형유통업체의 수산물유통시장 내 구매 파워의 확산 그리고 수입수산물의 증대 등 유통구조의 변화를 파악한 바, 이로 인한 현재의 수산물 산지 및 소비지 유통체계가 효율성 측면에서 한계에 달하고 있음을 인지하였다. 이에 본 논문은 이러한 경향성을 통합적으로 고려하였다. 제Ⅲ장에서는 수산물 유통시장의 현황과 문제를 파악하고자 하였다. 특히 문제의 원인이 무엇인지를 분석하였다. 제Ⅳ장에서는 새로운 수산물 유통정책에 관한 정책시사점을 제안하였다. 시사점으로는 우선 합리적이고 안정적인 수산물 가격체계를 정립하기 위한 방편으로 수산물 유통단계의 축소를 제안하였다. 이를 위해 생산자와 소비자간 온라인 또는 모바일 직거래 시스템을 제안하였다. 동시에 수산물 유통에 따른 위생과 품질안전을 위해 수산물 이력제등 새로운 수산물 유통물류관리체계를 제안하였다. 특히 산지위판장과 중간도매시장의 시설현대화 및 전문경영제의 도입 등을 제시하였다. 본 연구에서 제안한 정책시사점은 소비자의 편익제고에 역점을 둔 고객지향적 정책이며 동시에 수산물 유통산업의 경쟁력강화를 근간으로 지속가능한 발전에 초점을 맞추었다.
제V장은 결론부문으로 정책시행에 따른 사전 정보 및 통계조사의 중요성과 법적 제도의 수반을 강조하였다. 동시에 중간유통단계의 축소에 따른 중소도매인과 중개인들의 생존권에 관한 공생방안을 후속연구로 제안하였다.

영어초록

Price and hygiene quality are identified as the major problems for Korean fishery and aquaculture product distribution market (referred to as “fishery market”). The proportion of distribution costs in the consumer price is 51.8% on average for the most preferred fish types of Korean, mackerel, pollack, squid and largehead hairtail/ galchi. The excessive costs is incurred due to the multistage distribution process consisting of 5 to 6 stages. This multistage distribution increases the probability of not only price disturbances such as price fixing but also the problem of hygiene quality. In addition, laws and regulations related to the distribution of fishery products exclude the possibility of online direct transactions as well as direct retail transactions with consumers. This distribution structure and imperfections in the fishery market are fundamentally an issue of the policy.
The possible solution to recognized problems is for the government to intervene in the fishery market and to establish an order for fair competition. Government control and support are inevitable as fisheries products have the character of primary products as food resources as opposed to industrial products. Therefore, in this paper, a producer-customer-friendly fisheries product distribution policy based on Ordo liberalism is proposed. The purpose of this study is to establish proper distribution structure and price system for fishery market. It also proposes a new distribution policy enabling the supply of hygienic and safe fisheries products. This is to maintain and develop the sustainable competitiveness of the fishery market and to maximize the convenience of consumers simultaneously. Ultimately, the proposed policy will contribute to maintaining the stability and order of the national economy by stabilizing the price of fisheries.
This paper consists of 5 sections including the introduction. Following the introduction in section I, the difference between the previous research and this study is addressed in Chapter II. The purpose of this study is to derive the policy implications by considering the changes of existing fisheries distribution structure and laws and systems related to the distribution of fisheries products in order to rationally stabilize the prices of fisheries products. In addition, changes in the social phenomena including increase in single-person households, increase in the purchasing power of large retailers in the fishery market and increase in imported fishery products led to the inefficiency of the distribution of fishery products. In this paper, the policy implications are derived based on these social change.
In Chapter III, the current status, problems, and the cause of Korean fishery market are identified. In Chapter IV, a new distribution policy for the fishery market is suggested. First, reduction in the distribution stages of fishery products to establish a reasonable and stable price system is suggested. An online or mobile direct transaction system between producers and consumers is discussed as a medium serving the role. At the same time, this paper proposes a new management system, such as a seafood traceability system for hygiene and quality safety. Especially, it suggests the modernization of the market and the application of the professional management system for the wholesale market in the local area and the intermediate wholesale market.
Chapter V emphasized the importance of preliminary information and statistical surveys as well as the completion of the legal system for policy implementation. The limitations of policy implementation include the issue of survival of small and medium-sized wholesalers and brokers due to the reduction of intermediate distribution stages. Direct dealings between large retailers, importers and consumers are a global distribution trend in the retail 4.0 era, and research on finding an alternative policy to resolve the issues should be continued.
