초록

(연구 배경 및 목적) 건축물 미술작품은 우리나라 공공미술에서 차지하고 있는 비중은 매우 크며 건축물 미술작품 제도는 지난 50여 년간 공공성의 영역을 강화하는 방식으로 변천해왔다. 2011년 문화예술진흥법의 건축물 미술작품 관련 조항이 개정되면서 ‘미술장식’에서 ‘미술작품’으로 변경되고 선택적 기금제가 도입되었다. 이후 건축물 미술작품에서 공공성과 예술성은 더욱 중요하게 다루어졌으며 이를 효과적으로 시행하기 위해 2022년 문화예술진흥법이 일부 개정된 바 있다. 그럼에도 불구하고 건축물 미술작품 제도의 실효성 있는 시행에는 여전히 문제와 한계가 있다. 본 연구는 건축물 미술작품이 공공미술로서 공공성을 구현하기 위한 제도적 보완을 고찰하는 것을 목적으로 한다. (연구범위 및 방법) 본 연구는 선택적 기금제도와 기금 활용 공공미술 프로젝트 사례로 문제를 한정하여 건축물 미술작품 제도에서 공공성의 문제를 다루고자 한다. 이를 위해 건축물 미술작품의 법적 제도적 변천을 공공성 진화의 관점에서 고찰하고 선택적 기금제의 한계와 문제점을 분석한다. 또한 선택적 기금제 활용 공공미술 프로젝트 사례 분석을 통해 기금 사용에서의 문제와 한계를 분석한다. 이를 위해 건축물 미술작품 제도 관련 문헌 조사 및 연구, 건축물 미술작품 법령 분석 및 연구, 선택적 기금제 활용 공공미술 프로젝트 사례를 고찰할 것이다. 이를 토대로 우리나라 건축물 미술작품 제도에서 공공성 구현에 있어서 문제점과 한계를 짚어보고 건축물 미술작품 제도에서 공공성이 작동할 수 있는 제도적 지원 방향과 대안을 제시하고자 한다. (결과) 선택적 기금제도는 건축물 미술작품이 공공미술로서 자리매김하는데 역할을 하지만 기금의 실질적인 활용에는 문제와 한계가 있다. 둘째는 건축물 미술작품이 사적 소유이면서 공적 역할을 담당한다는 점에서 유지 관리에 한계가 있다. 나아가 선택적 기금 활용 공공미술 프로젝트 사례에서의 문제는 첫째 여타의 정부 주도 공공미술프로젝트와의 차별성이 부족하다. 둘째는 지역기반 공공미술사업은 지역에서 실질적인 요구와는 거리가 있다. 셋째는 전문인력 부족과 역량의 문제와 공적 관리 시스템의 부재이다. (결론) 본 연구는 건축물 미술작품 제도의 공공성 실현을 위한 선택적 기금제도의 보완을 위해 다음과 같은 대안으로 제안한다. 먼저 선택적 기금 활용 공공미술 프로젝트의 목적성에 맞는 정체성 정립과 건축물 미술작품 제도에서 요구되는 차별화된 사업이 필요하다. 또한 기금 활용에 있어서 긴밀한 협력 관계 속에서 중앙정부와 지방정부의 기금 배분과 권한의 배분이 필요하다. 공공성 기반의 중앙의 공공미술 프로젝트와 함께 지역에서 요구되는 건축물 미술작품의 유지 관리를 위한 기금 활용과 프로젝트가 병행될 필요가 있다. 셋째는 중앙과 지방의 통합적인 관리 시스템이 필요하다. 본 연구는 이와 같은 건축물 미술작품 제도의 보완 방법을 모색함으로써 건축물 미술작품이 도심 속 공공미술로서 작동하는데 기여하기를 기대한다.

영어초록

(Research Background and Purpose) Architectural artworks are public art planned and produced in the context of the city and its relationship with the region. In particular, Korea has more architectural artworks installed as public art than in any other country in the world. The architectural artwork system has evolved over the past 50 years in a way that strengthens its publicness. Since the provisions related to architectural artworks in the Cultural Arts Promotion Act were revised, the term was changed from ‘art decoration’ to ‘artwork’ and optional funding system was introduced in 2011, and publicness and artistry has become more important in architectural artworks. In 2022, the Cultural Arts Promotion Act was partially amended again to effectively implement them. Despite that, the architectural artwork system still faces problems and limitations in the effective implementation. This study aims to propose direction and alternatives for institutional support to realize the publicness in architectural artworks as public art. (Research Scope and Method) This study addresses the issue of publicness in the architectural artwork system with the optional funding system as its scope. The legal and institutional changes are examined from the perspective of the evolution of publicness and the limitations and problems of the optional fund system are analyzed. In addition, cases of public art projects utilizing the optional funding system are examined to demonstrate the problems and limitations of the fund use, through literature review and analysis related to the architectural artwork system, research on laws on architectural artworks and examination of public art project cases that utilized the optional funding system. (Results) The optional funding system contributes to establishing architectural art works as public art, but still have problems and limitations in the actual use of the funds. Second, there are limitations in maintenance management as architectural artworks are privately owned but have a public role. Furthermore, three problems are highlighted from the case study of public art projects utilizing funds from the optional funding system: First, the lack of distinctiveness from other government-led public art projects; Second, regional public art projects not satisfying the actual needs of the region. Third, the lack of professional workforce, skill shortage and the absence of a public management system. (Conclusion) This study proposes the following alternatives to supplement the optional funding system to realize the publicness of the architectural artwork system. First, the optional funding system-funded public art project needs a clear identity that matches the purpose, and the architectural artwork system needs differentiated projects from other government-led art projects. Second, appropriate distribution of funds and authority and close cooperative relationship between the central and local government in terms of fund utilization are needed. In other words, it is necessary to operate central public art projects based on publicness along with regional projects utilizing funds for the management of architectural artworks required in the region. Third, an integrated management system between the central and local governments is needed.
