지방선거의 무투표당선 실태 및 입후보자 증대 방안－제8회 전국동시지방선거를 중심으로－ (Uncontested Seats and More Candidates Running in Elections: The Case of the 8th National Local Elections)

초록

제8회 지방선거는 역대 어느 선거보다 무투표로 당선된 사람이 많았다. 광역의원 지역구 선거 및 기초의원 지역구 선거는 당선자의 1할 이상, 기초의원 비례대표 선거는 2할 이상이 투표를 거치지 않고 입후보만으로 당선이 결정되었다. 무투표당선 선거구도 기초의원 지역구 선거 1할 이상, 기초의원 비례대표 선거에서 3할 정도가 나왔다.
광역의원 지역구 선거의 무투표당선은 특정 정당에 절대적 지지가 주어지는 영호남에서 대부분 발생했다. 중선거구제로 치러지는 기초의원 지역구 선거에서는 대부분 2인 선출구에서 나왔고, 지역적으로는 민주당과 국민의힘 양당 구도가 형성되어 있는 수도권 등에서 대거 나왔다. 기초의원 비례대표 선거는 영호남의 1인 선출 지역과 수도권･충청 등의 2인 선출 지역에서 많이 발생했다.
무투표당선을 줄이기 위한 대책은 선거제도 개편에 초점이 맞춰졌다. 현행 소선거구제의 광역의원 지역구 선거는 3~5인을 선출하는 중선거구제로 개편, 또는 전면적인 비례대표제 도입이 제안되었다. 기초의원 지역구 선거는 2인구를 폐지한 가운데 4~5인구를 대폭 늘릴 필요가 있었다. 기초의원 비례대표 선거는 선출 인원을 지역구 정수의 30% 정도로 확대하는 것이 제안되었다.

영어초록

In the 8th local election, there were more non-voting elections than any other election in history. The elected candidates of more than 10% of district elections for provincial councilor and district elections for municipal councilor, and more than 20% of the proportional representation elections of municipal councilors were decided only by standing without voting. In the non-voting constituencies, more than 10% of the district elections for municipal councilors and 30% of the proportional representation elections for municipal councilors came out.
In the district elections for provincial councilors, which are held under single-member district, most of the non-voting election occurred in Younghonam, where absolute support was given to certain political parties. Most of the local elections for municipal councilors, which are held under the medium constituency system, came from two-member districts, and occurred locally in the metropolitan area, where the two-party structure of the Democratic Party of Korea and the People Power Party were formed. The proportional representation elections for municipal councilors took place in single-person elected areas in Yeongnam and Honam, and two-person elected areas in the metropolitan area and Chungcheong.
Measures to reduce the election without voting focused on reforming the electoral system. In the district elections for provincial councilors, it was proposed to reorganize into a multi-election district system that elects three to five members or to introduce a full proportional representation system. In the district elections for municipal councilors, it was necessary to significantly increase the number of districts from 4 to 5 while abolishing the two-member districts. In the election of proportional representation for municipal members, it was proposed to expand the number of elected members to about 50% of the whole number of districts. In addition, the abolition of the deposit was expected to help young aspiring local politicians increase their candidacy.
