초록

경찰은 ‘묻지마 범죄’ 대신 ‘이상동기 범죄’를 사용할 것을 제안하였다. ‘묻지마 범죄’는 법률적·학술적으로 정립된 용어가 아니며, 그 의미가 모호하여 필요 이상의 공포감을 조성한다는 것이 이유였다. 정책의 변화에 맞춰 언론 또한 올바른 용어를 사용해야 함에도 ‘묻지마 범죄’라는 표현은 여전히 활용되고 있다. 대중들은 언론기사를 통해서도 치안 수준을 체감하기에 사회 안전감 형성에 있어 언론의 역할은 막중하다. ‘묻지마 범죄’ 언론 보도와 관련하여 주목할 점은 용어 사용의 적절성을 넘어 용어를 중심으로 형성되는 보도의 뉘앙스이다. 경찰조직의 노력을 통해 ‘이상동기 범죄’라는 용어를 만들었기 때문에 언론에서도 바람직한 용어로 받아들이고 있는 듯하나, ‘이상동기 범죄’를 사용한 언론 보도가 ‘묻지마 범죄’를 사용한 언론 보도에 비해 덜 자극적이고 객관적인 내용을 전달하고 있는지는 명확하지 않다. 이 연구는 ‘묻지마 범죄’ 기사에 대한 텍스트 마이닝을 통해 기사에서 활용되고 있는 용어를 분석하였다. 1990년부터 2023년까지 ‘묻지마 범죄’ 현상을 지칭하는 ‘묻지마 범죄’, ‘무차별 범죄’, ‘이상동기 범죄’ 용어를 기준으로 기사 본문의 내용을 분석하였다. 연구 결과, 2003년 ‘묻지마 범죄’가 처음으로 보도된 이후 ‘무차별 범죄’와 ‘이상동기 범죄’도 사용되었으나 최근까지 ‘묻지마 범죄’만 꾸준히 사용된 것으로 나타났다. 키워드 분석 결과, ‘무차별 범죄’, ‘이상동기 범죄’에 대해서는 지자체나 경찰의 범죄 대응 방안이 주를 이루었고, 실질적인 범죄 보도에는 ‘묻지마 범죄’가 사용되었다. 그리고 ‘묻지마 범죄’ 현상에 대한 학계 및 실무와 기사의 구성개념에는 차이가 있는 것으로 나타났다. ‘불특정 다수’에 관한 범죄에 ‘묻지마 범죄’, ‘무차별 범죄’, ‘이상동기 범죄’ 모두 사용되었으나, ‘묻지마 범죄’는 정신질환자의 범행을 보도할 때 주로 활용되었다. 토픽 모델링 결과, ‘묻지마 범죄’를 중심으로 ‘이상동기 범죄’와 ‘무차별 범죄’가 논의되었음을 확인하였고, 언론 보도 시 범죄 유형의 구분 없이 ‘묻지마 범죄’, ‘무차별 범죄’, ‘이상동기 범죄’를 붙인다는 점을 확인하였다. 연구 결과를 토대로 ‘묻지마 범죄’ 용어의 대체 방안에 대하여 논의하였다.

영어초록

The police have proposed replacing the terms 'mudjima crime' and 'indiscriminate crime' with 'abnormal motive crime.' Both 'mudjima crime' and 'indiscriminate crime' are neither legally nor academically established, and their ambiguous meanings have been criticized for unnecessarily heightening public fear. Despite this policy shift, the media continues to use the term 'mudjima crime.' Given that the public perceives public safety through news articles, the media plays a critical role in shaping a sense of social security. When discussing media coverage of 'mudjima crimes,' it is essential to consider not only the appropriateness of the terminology but also the nuances conveyed in the coverage. Through the efforts of the police, the term 'abnormal motive crime' was introduced, and the media has largely accepted it as a more appropriate term. However, it remains unclear whether media reports using 'abnormal motive crime' deliver less provocative and more objective content than those using 'mudjima crime.' This study analyzed the terms used in news articles about 'mudjima crime' through text mining. We collected articles from 1990 to 2023 using the terms 'mudjima crime,' 'indiscriminate crime,' and 'abnormal motive crime' to refer to the phenomenon. After excluding duplicates and articles unsuitable for analysis, 167 articles were analyzed from a total of 316 ('indiscriminate crime' n=19, 'mudjima crime' n=63, 'abnormal motive crime' n=85). We extracted frequently used words for each term and analyzed the content of each article, focusing on the relationships between terms through bigram network analysis and topic modeling. The study found that since the first report of 'mudjima crime' in 2003, both 'indiscriminate crime' and 'abnormal motive crime' have been used, but 'mudjima crime' has remained consistently in use. Keyword analysis revealed that articles about 'indiscriminate crime' and 'abnormal motive crime' mainly focused on local government or police actions, while 'mudjima crime' was used for reports on actual crimes. The findings also revealed a discrepancy between the press's portrayal of "mudjima crime" and its academic and practical definitions. All three terms—'mudjima crime,' 'indiscriminate crime,' and 'abnormal motive crime'—were used for crimes against unspecified individuals, but 'mudjima crime' was primarily used when reporting crimes committed by individuals with mental illness. Topic modeling confirmed that 'mudjima crime' was often discussed alongside 'indiscriminate crime' and 'abnormal motive crime,' with the news frequently using these terms interchangeably without differentiating between crime types. This study addresses the detrimental effects of using the term ‘mudjima crime’ in the media and suggests using alternatives based on the research findings.
