미국 버지니아의회의 동해병기법과 재미한인 디아스포라의 정치활동:‘미주한인의 목소리’(VoKA)의 활동을 중심으로 (The Political Activities of Korean American Diaspora and East Sea Bill of Virginia General Assembly: Focusing on the Political Activities of VoKA)

초록

디아스포라들이 거주국(host country) 과 모국(homeland)에 정치·경제적인 영향을 미치는 집단으로 성장하면서 국제사회의 새로운 행위자 집단으로 부상하고 있다. 최근 미주 한인 디아스포라들의 영향력이 커지면서 미국 버지니아 의회에서 동해 병기법(倂記法)을 통과시키는데 결정적인 역할을 했다. 이 연구는 미국 버지니아 주 동해병기법안이 한·일간의 정치·외교적 마찰로 비화될 가능성이 높은 사안임에도 재미 한인들이 어떠한 전략적 접근을 통해 법안통과라는 정치적 성과를 거둘 수 있었는가를 분석해 보는 것이다.
동해수역은 우리의 역사에서 2000년이 넘게 ‘동해’로 표기되어 왔다. 그러나 일본의 침략과 식민지를 거치면서 1929년 국제수로국(IHO) 이 수역을 ‘일본해’로 표기함으로써 미국을 비롯한 국제사회에서도 ‘일본해’ 표기가 통용되고 있다.
미주 한인의 목소리(VoKA)를 비롯한 버지니아 주 한인사회는 미 교과서에 동해를 병기하는 사안에 대해 철저하게 공공교육 (public education) 차원에서 접근함으로써 일본과의 외교적 마찰을 피해 가며 버지나아주 의회를 압박하여 동해병기법안을 통과시키는데 기여했다. 미주한인들의 지지와 버지니아 주 한인들의 결속을 통해 캠페인 추동력을 양산하면서 유권자 집단으로써 파워(Power)를 키워나간 점과 목적 달성을 위한 단체결성과 다각적인 홍보활동으로 동해병기의 당위성을 알린 점, 버지니아주 양당 대립구조 속의 정치 역학적 구도를 적절히 역이용해 지지 세력을 확대시켜 나간 점 등은 동해병기 법안 통과의 성공요인이자 원동력이었다.
버지니아 주 의회에서 동해병기 법안이 통과된 것은 동북아 역사를 보다 거시적 시각에서 바라보게 되었다는 점과 한인사회의 결속과 입지를 끌어 올리면서 정치력을 확대하는 계기가 되었으며, 한인사회의 영향력 확대를 위한 정치 로비력 신장의 시발점이 되었다는 점에서 큰 의의를 찾을 수 있다.

영어초록

The purpose of this study is to know that they could achieve political results with any strategic way, even though The East Sea Bill of the Commonwealth of Virginia may cause political and diplomatic dispute between Korea and Japan.
East Sea waters has been written the "East Sea" more than 2000 years in our history.
But we went through aggression and the colonial era of Japan, The International Hydrographic Bureau wrote this waters as the "Sea of Japan" in 1929, until now that name is used in International Society.
A stance of single mark of America, the concern of diplomatic dispute between Korea and Japan, a persistent interruption of Japan for falling through of East Sea Bill, a lukewarm attitude of Korea, a lack of solidarity of Koreans who live in America and a complicated dynamics of politics system within Virginia General Assembly, they were all negatives factors of passage of the East Sea Bill.
However, the Korean Society of Virginia, including Voice of Korean Americans(VoKA) avoided political and diplomatic dispute with Japan by accessing with Public education thoroughly about issue of dual naming of "East Sea" in American textbooks.
And also here are more things which were success factors of passing of East Sea Bill.
First, through solidarity of Korean Society of Virginia, they grew up a power by making impetus of campaign as a group of voters.
Second, making a group to achieve their purpose and with multilateral public relations, they made known the appropriateness of Dual naming of East Sea.
Third, they expanded their supports using political dynamic system properly within conflict composition of both political parties of Virginia.
We can find a great meaning of passing East Sea Bill at the Virginia general assembly like looking at the bigger picture of history of northeast Asia, making a motivation to expand political power by enhancing solidarity of Korean Society and being the beginning of Political discussion for extension of influence of Korean Society.
The final goal of East Sea dual naming campaign of Virginia is to do dual naming Sea of Japan and East Sea in International society or world map publishers. Like this achievement with only solidarity and effort of grass-roots level has limits. Therefore, multilateral support should be happened simultaneously in the public domain including the government.
We should re-examine changes in policy and support of government for overseas Koreans. First, the government makes the overseas Koreans to the main group of public diplomacy and lead from the front to make a partnership with a group of public diplomacy which is domestic private level. And to blend difference of these groups and to make a focus about Koreans problems who live overseas, we need cooperative efforts to make a herb which can create a synergy effect and have public confidence.
