직무능력향상을 위한 국가직무능력표준(NCS)기반 교과목운영 사례: 세무직무의「원천징수능력단위」를 중심으로 (A Case of NCS-Based Teaching for Improving Workplace Competency: Focus on Withholding Taxes Competency Unit of Tax Job)

초록

본 연구는 고용노동부의 국가직무능력표준(NCS)과 교육부의 NCS학습모듈에 따라 세무직무 중 ‘원천징수 능력단위’를 수도권의 I전문대학 세무회계학과 교육현장에서 수업을 운영하고 그 결과물을 티칭 포트폴리오로 제시하여 향후 관련 교육개선의 토대를 제공하고자 하는데 있다. 이를 위해 교육부의 ‘국가직무능력표준 기반 교육과정 가이드라인’에서 일반적으로 요구되는 항목을 중심으로 포트폴리오를 구성하였으며, 이 사례를 통해 교육운영 개선을 위한 시사점을 도출하고자 하였다. 이 연구의 결과를 요약하면 다음과 같다.
첫째, 교육계획단계에서의 교과목명세서와 강의계획서는 NCS능력단위요소와 수행준거를 대부분 포함하여 작성하였으나, 능력단위요소 중 중요도나 활용빈도가 낮은 ‘비거주자 국내원천소득’과 ‘사업소득 연말정산’을 교육범위에서 제외하였다. 교과목체계도는 유용한 교육운영 계획도구로 활용될 수 있을 것으로 보아 추가하였다.
둘째, 티칭 포트폴리오의 구성은 학교별로 약간의 차이는 있으나 기본적이고 공통적인 산출물로서 교과목명세서, 강의계획서, 주차별 수업자료, 평가계획서(사전 진단평가 포함), 학생별 직무능력평가서, 향상교육과 재평가결과표, 교육품질개선보고서(CQI)로 구성하고 그 밖에 직무능력향상교육을 위한 보충적인 산출물을 추가하였다.
셋째, 직무능력성취도 평가시 NCS수행준거별로 실시함이 바람직하나, 수행준거기준의 양이 많아, 능력단위요소 수준에서 평가를 실시하였다. 직무능력결과평가(중간, 기말)외에 5회의 수행평가를 실시하였으나, 과제가 많을수록 평가와 피드백, 성적정리에 과다한 시간이 소모되어 수행평가의 횟수를 적정하게 조정할 필요가 있다. 수행평가전 실무 세무프로그램을 활용하여 학생들의 현장적응도를 높이도록 하였다.
넷째, 중간직무능력평가 이후 성취도 70%미만자를 대상으로 향상교육과 재평가를 실시하였으나, 재평가 대상자가 다른 학생에게 알려지는 경우 재평가 대상자에게 부정적인 영향을 줄 수 있어, 재평가대상자 선정, 시행시기와 방법을 신중히 설계하여야 한다.
다섯째, 수업중간 평가(만족도 조사)결과는 당초 예상보다 낮았다. 주관식 설문조사 결과는 강의수준과 강의방법 개선에 도움을 주었다. 학교차원에서 시행하는 최종 강의평가 외에 수업 중간평가는 자율적인 교수법 개선에 유용한 것으로 생각된다.
본 연구는 「세무직무」의 「원천징수 능력단위」를 반영하여 NCS에 따른 교과목을 도출한 후 대상 교과목의 실제 교육과정 운영결과를 티칭 포트폴리오로 제시한 최초의 사례연구로서 의미가 있다. 본 연구사례가 전문대학 세무분야의 NCS 기반 교과목운영에 유용하게 활용되고, NCS가 지향하는 품질 있는 직무능력 교육을 통해 능력중심의 사회를 구현함에 기여하기를 기대한다.

영어초록

According to the National Competency Standards (NCS) of the Ministry of Employment and Labor and the NCS Learning Module of the Ministry of Education, the 'Withholding Taxes Competency Unit' is taught at a ‘Tax Accounting Department of I junior college’ education field in the metropolitan area and the result is presented as a teaching portfolio. This study is aimed to provide the foundation for the improvement of NCS-based competency teaching. To this end, I constructed a portfolio based on the items generally required by the Ministry of Education's ‘National Competency Standards-Based Curriculum Guidelines’, and sought to draw implications for improving the NCS-based teaching through this case. The results of this study are summarized as follows; First, the course specification and the lecture plan at the stage of teaching planning consisted mostly of NCS competency unit elements and performance criteria. However, 'non-resident domestic source income' and 'business income year -end settlement' units were excluded from the scope of teaching in terms of low importance and utilization. The ‘Contents Map’ can be used as a useful teaching planning tool.
Second, the composition of the teaching portfolio is a basic and common outcome, though there are some differences between the colleges, the course specification, the lecture plan, the weekly teaching materials, the evaluation plan (including the prognosis evaluation), students' evaluation, improvement teaching and reevaluation sheet, continuous quality improvement report(CQI) and supplementary outcomes for improving workplace competency.
Third, it is desirable to perform the NCS performance criteria in the evaluation of job performance, but I evaluated students at a competency unit element level. In addition to evaluating competency outcomes (intermediate and final), five performance evaluations were conducted. However, the more tasks, the more time is spent in evaluation, feedback, and evaluation, and the number of performance evaluations needs to be adjusted appropriately. I used the practical taxation 메ㅔapplication program before performance evaluation to improve students' adaptation to the field.
Fourth, after the evaluation of the intermediate competency, the improvement teaching and the reevaluation were carried out to the students less than 70% score. However, if the reevaluation target is known to other students, it may negatively affect the reevaluation target. The selection and the timing and method of reevaluation should be carefully designed.
Fifth, the interim evaluation (student satisfaction survey) results were lower than originally expected. The results of the questionnaire survey helped to improve the teaching level and lecture method. In addition to the final lecture evaluation conducted at the college level, the interim evaluation of class is considered to be useful for the improvement of autonomous teaching method.
This study is meaningful as the first case study on the result of actual teaching of specific subject after deriving curriculum according to NCS by reflecting the ‘withholding taxes competency unit’ of ‘tax job’. I hope that this case study will contribute to the realization of a competence-oriented society through the practical use of NCS-based competency teaching which is useful for the teaching of NCS- based curriculum in the tax department of colleges.
