초록

본 연구의 목적은 구조-제도-행위자 계층화를 중심에 둔 역사적 제 도주의 관점으로 모·부성보호제도 변화를 추동하는 역학관계를 살 펴보고 미래 과제를 도출하는 것이다. 모·부성보호제도는 두 번의 획기적인 변화가 있었다. 1987년 민주화 항쟁 시기와 외환위기, 야 당으로의 첫 정권교체 후인 2001년이다. 두 시기에 모·부성보호제 도의 제·개정이 가장 많이 이루어졌다. 구조-제도-행위자 계층화 중심의 역사적 제도주의 관점으로 분석한 모·부성보호제도의 변화 는 시대적 요구가 무엇인지 반응할 때 제도는 생존할 수 있기에 제도의 역사뿐 아니라 향후 시대적 요구에 맞는 반응성을 가늠할 수 있게 한다. 본 연구 결과를 통해 현재의 모·부성보호제도에 대 한 역사적 맥락을 보다 깊이 이해할 수 있으며, 모·부성보호의 측 면에서 우리 사회가 어떻게 발전해 왔는지, 그리고 앞으로 어떤 방 향으로 나아갈지를 가늠해 볼 수 있다. 본 연구는 과거의 모·부성 보호제도 변화 과정을 분석함으로써, 미래의 정책 설계 및 개선에 중요한 교훈을 제공한다는 측면에서 그 사료적 가치가 크다.

영어초록

The purpose of this study is to analyze the dynamics driving changes in the maternal and paternal protection system from a historical institutionalist perspective centered on structure-institution-actor stratification and to derive future tasks. As a result of the study, there were two groundbreaking changes in the maternal and paternal protection system. It was 2001, after the democratization uprising in 1987, the foreign exchange crisis, and the first change of government to the opposition party. During these two periods, the number of enactments and amendments to the maternal and paternal protection system was the highest. Changes in the maternal and paternal protection system analyzed from the perspective of historical institutionalism centered on structure-institution-actor stratification mean that the system can survive when it responds to the needs of the times. Therefore, it is necessary to measure not only the history of the system but also its responsiveness to the needs of the times in the future. make it possible The results of this study, based on historical institutionalism, provide a deeper understanding of the historical context of the current maternal and paternal protection system. Through this, we can gauge how our society has developed in terms of maternal and paternal protection and what direction it will take in the future. This study has great historical value in that it provides important lessons for future policy design and improvement by analyzing the change process of the maternal and paternal protection system in the past.
