習近平 집권1·2기 권력집중화 양상 비교 분석-人民日報 1면 보도를 중심으로- (Comparative Analysis of Xi Jinping’s Power Concentration during the first and the second term)

초록

시진핑(習近平) 중국 국가주석의 지도체제를 바라보는 중국 전문가들의 평가는 엇갈린다. 중국공산당이 금과옥조(金科玉條)처럼 여기는 “집단지도체제의 붕괴, 1인 지도체제 구축”이라는 평가가 있는가 하면, 또 “시진핑 1인 체제는 한국 언론의 오보”라는 평가도 나온다.
본 논문은 중국 정치에 있어서 집단지도체제의 붕괴, 혹은 1인 지도체제 구축을 가늠할 수 있는 시 주석에 대한 보도 태도가 중국 언론에서는 어떤 식으로 나타나고 있는가에 대한 궁금증을 확인하는데 그 목적이 있다.
중국 언론에서는 집권 1기 들어 시작된 시진핑 주석의 권력 집중화가 집권 2기에서는 어떤 식으로 나타나고 있는지를 알아보기 위해 중국 지도부의 움직임을 가장 잘 포착할 수 있는 중국공산당 기관지 인민일보 1면 기사를 통해 보도기사와 사진기사, 그리고 편집태도 등을 분석하였다. 그 결과 시진핑 주석이라는 동일 인물을 두고 집권 1기와 집권 2기의 지면 등장 빈도, 정치활동 분야, 뉴스 밸류 측정, 편집태도 등 양적·질적 분야 모두에서 시 주석으로의 권력 집중 현상이 두드러졌다.
그 내용을 요약해 보면 다음과 같다.
첫째, 인민일보 1면에 보도된 시진핑 주석 관련 뉴스는 집권 2기 134건(36.1%)으로 집권 1기 102건(19.1%)보다 건수는 32건, 비율로는 17%포인트가 증가했다. 대신 시 주석을 제외한 나머지 중앙정치국 상무위원 6인을 포함한 정부 기관과 관료들에 대한 뉴스는 상대적으로 크게 줄었다. 이는 인민일보가 시진핑 주석의 정치적 움직임을 집권 1기 시대보다 훨씬 더 중요한 비중으로 편집하고 있음을 뒷받침하며, 결국 시 주석으로의 권력 집중 현상이 갈수록 두드러지고 있음을 보여주는 것이다.
둘째, 인민일보는 시진핑 주석의 움직임과 관련, 집권 2기때의 뉴스 가치 평가를 집권 1기 때보다 훨씬 더 높게 부여했다. 1면에 게재된 톱뉴스와 중간톱뉴스 분석 결과 시 주석의 동향을 담은 톱뉴스는 48건, 중간톱뉴스는 45건으로 전체 124건인 주요기사의 75%를 차지했다. 집권 1기의 55%보다 25%포인트 증가한 수치다. 대신 집권 1기 당시 39.7%를 차지했던 중앙정치국 상무위원들과 정부기관 및 관료들의 움직임에 대한 주요 기사 취급 비율은 19.3%로 20.4%포인트 줄었다.
셋째, 같은 기간 인민일보 1면 사진 분석에서도 집권 1기 39건으로 전체 사진의 37.5%를 차지하였던 시 주석 노출 빈도가 집권 2기(61건)에서는 19.5%포인트가 늘어났다. 집권 2기 1면 사진은 모두 107매로 집권 1기 104매보다 겨우 3건 증가하였음에도 시진핑 관련 사진은 22건이나 더 늘려 편집했다는 것은 인민일보가 시진핑의 움직임을 그만큼 중요하게 생각하고 있다는 것을 의미한다.
마지막으로 시 주석 관련 기사나 사진의 뉴스 밸류 측정, 그리고 레이아웃 등에서도 상당한 변화가 나타났다. 인민일보 1면 전체를 시진핑 기사로 편집한 날짜가 집권 1기 3일에서 집권 2기에서는 8일로 증가하였다. 반면 시진핑 기사를 다루지 않았던 발행 일수는 집권 1기 15일에서 집권 2기에는 4일로 줄었다. 이러한 인민일보의 시진핑 주석 관련 뉴스에 대한 태도 변화는 시진핑 주석으로의 권력 집중화와 권력 우상화가 더욱 가속화하고 있음을 의미한다고 하겠다. 이는 2022년 하반기에 열릴 중국공산당 제20차 전국대표대회에서 시진핑의 역할이 확대되고 강화될 것임을 예시(豫示)하는 것이어서 미래 중국공산당 지도체제와 정치체제에 상당한 변화가 예상된다고 하겠다.

영어초록

The estimation of Chinese experts for the leadership of Xi Jinping, the president of the People’s Republic of China, has been contested. On the one hand, it is evaluated as the collapse of collective leadership and the establishment of one-man rule that The Communist Party of China adheres strictly. On the other hand, it is regarded that his one-man rule is misinformation of Korean press.

The purpose of this study is to identify how the Chinese press has expressed the attitude of the report about Xi that can measure the collapse of the collective leadership or the establishment of the one-man rule.

This paper analyzed news articles, photo, and editorial attitudes through the first-coverage of the People’s Daily, a Chinese Communist Party newspaper that can capture the movement of the leadership of Chinese government, in order to comprehend Xi Jinping’s centralized authority at a second term, which has commenced since his first term. As a result, the power concentration to Xi was remarkable in qualitative and quantitative aspects, such as the frequency of appearing in the first-coverage, the fields of political activities, the measurement of news value, and editorial attitude with the identical character named Xi Jinping during second term compare to first term.

The summary of the specifics is as follows:
First, the number of articles reported on the first-coverage of the People’s Daily at first and second term is each 102 cases(19.1%) and 134 cases(36.1%), which has increased by 32 cases and 17 percentage points in rate. Instead, the news related to government agencies and officials including the six committee members of the Central Politburo except for Xi has decreased. This supports the fact that the People’s Daily edited the political movements of Xi with much more importance in comparison to the first period, and finally shows the conspicuousness of the power concentration to Xi.

Second, regarding Xi Jinping’s movements, the People’s Daily gave much higher evaluation of the news value during his second term than in his first term. According to an analysis of top and middle-top news articles posted on the front page, top news containing Xi’s action accounted for 75% of major articles, or 124 overall, with 48 cases and 45 cases, which is up 25 percentage points from 55% in the first term. However, the ratio of key articles about the movements of the members of the Central Politburo and government agencies and officials, which accounted for 39.7% during the first term, turned into 19.3% which decreased by 20.4 percentage points.

Third, during the same period, the frequency of Xi’s exposure, which accounted for 37.5%(39 cases) of the total photos in the first term, increased by 19.5 percentage points in the second term(61 cases) in the People’s Daily’s first-coverage photo analysis. The number of photos on the front page of his second term was 107 in total, up only three from 104 in his first term, but the number of photos on Xi Jinping increased by 22 more to indicate that the People's Daily considers Xi's move as important.

Finally, significant changes have also been made in news value measurements and layouts of articles or photographs related to Xi. The entire front page of the People's Daily was edited by Xi Jinping from three days of his first term to the eight days of his second term. On the other hand, the number of days that were not covered by the article about Xi was reduced from the fifteen days in the first term to four days in the second term. This change in the People’s Daily’s attitude toward the news of Xi Jinping means that the concentration of power and idolization of power with Xi Jinping is accelerating further. The move exemplifies that Xi Jinping’s role will be expanded and strengthened at the 20th National Congress of the Communist Party of China to be held in the second half of 2022, which is expected to change considerably in the future leadership and political system of the Communist Party of China.
