초록

한국은 6·25전쟁이라는 역사적 시련에 현대사의 모든 고리가 연결되어 있다. 6·25전쟁은 이념전쟁, 국제 전쟁, 제한전쟁, 종전이 아닌 휴전 등으로 특징 지워진다. 이러한 특성으로 인해 전쟁의 인적 피해는 그 어느 전쟁보다 참혹하고 컸다. 6·25전쟁으로 한국의 호국보훈은 본격적으로 정부의 정책으로 자리 잡았고, 유엔군의 참전으로 국제보훈이라는 특수한 가치를 가지고 있다.
이 논문은 한국전쟁의 특수성과 이에 따른 인적 피해의 현황을 통해 국내·외적으로 미친 영향에 대해 연구하였다. 6·25전쟁으로 인한 인적 피해는 아군과 적군, 경찰 및 민간인의 피해로 구분하여 정부의 공식 기록을 분석하였다. 특히 기존 연구와는 달리 민간인 피해에 주목하였고, 인적 피해 규모가 큰 이유를 분석하여 이를 보훈의 현주소 및 통합으로 접근하였다.
연구 결과, 6·25전쟁으로 유엔군 참전에 따른 국제적 영향과, 남북 간에 미친 영향, 그리고 국내의 정치, 경제, 사회문화적 영향을 보훈정책과 사회통합의 차원으로 연결시켰다. 구체적으로는 현재 정부가 추진하고 있는 국제보훈 활동과 국내적으로 지원하고 있는 보훈행정인원 현황과 예산 규모의 적정성 등을 확인하였다.
결론에서는 호국보훈과 사회통합의 과제를 제시하였다. 한국은 국제적으로 ‘도움 받던 나라에서 도움 주는 나라’로 명실상부하게 변화했는가? 국내적으로는 ‘적대한 자에 대한 포용’에 앞서 ‘충성한 자들에 대한 보상’은 충분하며 통합은 어떻게 접근할 것인가에 대해 제언하였다.

영어초록

In Korea, all links of modern history are connected to the historical ordeal of the Korean War. The Korean War is characterized by an ideological war, an international war, a limited war, and a ceasefire rather than an end to the war. Due to these characteristics, the human casualties of war were more horrendous and greater than any other war. Korea's patriotism and patriotism became a government policy in earnest due to the Korean War, and it has a special value as an international patriotism due to the participation of the UN forces in the war.
This thesis has studied the effects of the Korean War on the domestic and foreign countries through the special characteristics of the Korean War and the current status of human casualties. The official records of the government were analyzed by dividing the human damage caused by the Korean War into those of friendly and enemy forces, police and civilians. In particular, unlike previous studies, attention was paid to civilian damage, and the reason for the large scale of human damage was analyzed and approached as the current address and integration of veterans.
As a result of the study, the international impact of the UN forces' participation in the Korean War, the impact between the two Koreas, and the domestic political, economic, and socio-cultural impact were linked to the dimensions of the veterans policy and social integration. Specifically, the current status of the government's current international veterans' activities, the number of veterans' administrative personnel supported domestically, and the appropriateness of the budget were checked.
In conclusion, the task of patriotism and veterans and social integration was presented. Has Korea changed from a country that was helped to a country that helped out internationally, in name and reality? Domestically, before 'embracing the hostile', 'reward for the loyal' is sufficient and suggesting how to approach integration.
