읍면동 복지기능 강화에 따른 지역사회복지협의체와 사회복지협의회의 협력방안 (Strategies for Cooperation between Community Social Welfare Association and the Council on Social Welfare for the Reinforced Welfare Function of Eup, Myeon and Dong Areas in Korea)

초록

본 연구는 정부의 읍면동 복지기능 강화로 인해 제기된 지역사회복지의 방향성을 고려하여 지역사회복지협의체와 사회복지협의회가 적절히 기능할 수 있는 협력방안을 모색하는데 초점을 두고 진행하였다.
이를 위해 정부의 사회복지전달체계 개편에 따른 방향성을 지역성, 통합성, 주체성으로 도출하였고, 이를 중심으로 두 조직의 활동 및 협력실태와 문제점 등을 살펴보았다.
그 결과, 지역성 측면에서 읍면동 단위에서의 협력 논의는 시기적으로 매우 빠른 감이 있으나 정부의 강한 정책 추진 의지에 따라 새로운 협력 방안 모색이 요구되고 있다. 통합적 측면에서는 두 조직 모두 통합성을 구현할 기반이 취약하고, 지역사회의 한정적인 자원으로 인해 자원 확보 경쟁 및 이로 인한 갈등 가능성마저 야기될 수 있다. 또한 주체성 측면에서는 사회복지협의회의 주민참여 활동 경험을 지역사회복지협의체와의 협력을 위해 어떻게 사용할 것인가를 중요한 과제로 제시해 볼 수 있었다.
이러한 과제를 해결하기 위하여 지역성(읍면동 단위 등)을 고려한 지역사회복지에 대한 의식화, 지역사회복지협의체는 보장적 기능/사회복지협의회는 개발적 기능으로 핵심 기능 정립, 지역사회복지협의체는 주민생활 중심/사회복지협의회는 복지 중심으로 조직 구성상의 통합성 강화, 지역사회복지협의체는 공식적 자원 조직화/사회복지협의회는 비공식적 자원 조직화로 읍면동 단위의 다중 안전망 구축 등을 제안 하였다.

영어초록

This study was conducted in order to find strategies for cooperation between Community Social Welfare Association and the Council on Social Welfare for their adequate functioning in consideration of the directions of community social welfare suggested by the government’s reinforcement of the welfare function of eup, myeon, and dong.
With this purpose, this study derived regionality, integrity and subjectivity as the directions of community social welfare in response to the government’s restructuring of the social welfare delivery system, and in terms of these directions, examined the activities and cooperation of the two organizations and related problems.
The results of this study are summarized s follows. From the aspect of regionality, it may be too early to discuss cooperation in the units of eup, myeon, and dong, but it is required to find new cooperation strategies in response to the government’s determined will to promote the policy. In the aspect of integrity, both of the two organizations do not have a solid foundation for implementing integrity, and even the limited resources of community communities may cause competition and conflicts for securing resources. From the aspect of subjectivity, it is an important question how the experience of resident participation activities of the Council on Social Welfare will be utilized for its cooperation with Community Social Welfare AssociationIn order to resolve these issues, this study suggested conscientization for community social welfare in consideration of regionality (the units of eup, myeon, dong, etc.), establishment of welfare function and developmental function as the key functions of, respectively, Community Social Welfare Association and the Council on Social Welfare, reinforcement of the integrity of organizational structure centering on residents’ life for Community Social Welfare Association and on welfare for the Council on Social Welfare, and construction of multi‐layered safety net for the units of eup, myeon, and dong through organizing official resources by Community Social Welfare Association and unofficial resources by the Council on Social Welfare, etc.
