읍면동 복지허브화에 따른 행정복지센터와 사회복지관 역할에 대한 질적 연구 (A Qualitative Study on the Roles of Administrative Welfare Centers and Community Welfare Centers for Eup-Myeon-Dong Welfare Hub project)

초록

공공중심의 복지기능이 강화됨에 따라 행정복지센터와 사회복지관과의 역할과 기능의 유사․중복서비스 등 사회복지관의 역할이나 정체성에 대한 재진단과 질문이 제기되면서, 사회복지관의 변화도 동시에 요구되고 있다. 이에 따라 본 연구는 ‘읍면동 복지허브화’사업의 확대 적용 시점에서 계속적으로 논란이 되고 있는 행정복지센터와 사회복지관의 역할을 탐색하여 긍정적인 변화 유도를 통한 역할정립 모색하기 위한 목적으로 수행되었다. 구체적인 목적으로 첫째, 공공복지전달체계의 변화과정과 행정복지센터와 사회복지관의 유사ㆍ중복서비스에 대해 탐색함으로써 역할 정립에 대한 가능성을 모색하고, 둘째, 각 전달체계별 역할과 기능의 정립을 위한 조건들을 도출하는 것이다. 연구방법은 행정복지센터와 사회복지관 종사자들을 대상으로 FGI를 통한 질적사례연구를 수행하였다. 연구 결과는 다음과 같다. 첫째, 행정복지센터의 복지기능사업과 사회복지관의 3대 기능 사업이 유사 중복서비스가 있음을 확인하였다. 둘째, 행정복지센터와 사회복지관 각각의 핵심 기능 및 강점을 확인하였다. 셋째, 각각 전달체계의 고유 기능과 강점을 토대로 그 역할을 조정하고 지역적 특성을 반영한 기능과 역할로 재편하여 정체성을 확보해야 함을 확인하였다. 연구 결과를 토대로 사회적 합의를 통한 공공복지 전달체계 개편의 핵심인 행정복지센터와 민간복지 전달체계의 주요 서비스 공급주체인 사회복지관의 역할과 기능 정립 및 복지기능 강화를 위한 방안을 제언하였다.

영어초록

As public-centered welfare functions were strengthened, the roles and identities of community welfare centers, such as administrative welfare centers and community welfare centers, were raised again and again, and changes in social welfare centers were also required. Accordingly, the purpose of this study was to explore the roles of administrative welfare centers and community welfare centers, which have been controversial at the time of the expansion and application of the 'Eup-Myeon-Dong Welfare Hub project', and to establish roles by inducing positive change. For the specific purpose, firstly, the possibility of role establishment is explored by exploring the process of change in the public welfare delivery system and the similar and redundant services of the administrative welfare center and the community welfare center. Second, to derive the conditions for the establishment of roles and functions for each delivery system. The research method is qualitative case study through FGI targeting the administrative welfare center and community welfare workers. The results of the study are as follows. First, it was confirmed that the welfare function project of the administrative welfare center and the three function projects of the community welfare center have similar overlapping services. Second, the core functions and strengths of the administrative welfare center and community welfare center were identified. Third, it was confirmed that it should secure its identity by adjusting its role based on the inherent functions and strengths of each delivery system and reorganizing it into functions and roles that reflect regional characteristics. Based on the results of the study, I suggested ways to establish the roles and functions of the community welfare center, which is the main service provider of the administrative welfare center and private welfare delivery system, which are the core of the reform of the public welfare delivery system through social consensus.
