코로나19 팬데믹 이후 방역적 사회안전망을 위한 민간경비의 역할 - 합의된 통제와 안전사회 재편 - (The Role of Private Security for a Quarantine and Social Safety Net after the COVID-19 Pandemic - Consensus Control and Reorganization of Safe Society -)

초록

이 연구는 우리사회가 코로나19 팬데믹을 대응하는 과정에서 방역대응 인력부족으로 생긴 공백(감염자 및 시민 통제, 병원시설 질서유지, 격리시설 관리, 백신수급 등)을 민간경비를 통해 매움으로써 방역적 사회안전망 구축을 위한 사회 안전 재화로써의 가능성을 제시하고자 수행하였다. 이를 위하여 본 연구에서는 민간경비가 보건안보 차원에서 사회 안전을 위한 재화로써 감당할 수 있는 역할이 무엇이고 그 역할이 합의된 통제 및 안전사회 재편구도에 어떠한 영향을 미치게 될 것인지를 가늠하는데 목적을 두었다. 이를 규명하고자 네 가지 연구과제를 제시하였으며 두 차례 면담을 통하여 결과를 도출하였다. 연구대상은 실무가 집단 6명과 연구자 집단 4명 등 총 10명으로 선정하였다. 1차 면담은 2021년 5월 1일부터 30일까지 진행하였고, 2차 면담은 2021년 10월 1일부터 11월 5일까지 진행하였다.
조사결과, 연구과제1. ‘방역적 사회안전망 구축을 위한 민간경비의 역할’에 관해서는, 치안공조 협력(12)은 ‘방역당국의 질서유지 업무지원’, 용역서비스 확대(12)는 ‘진료소 질서유지, 차량통제, 안내업무, 단순 행정보조 업무’, 방역활동 보조역할(4)은 ‘부족한 의료인의 인력을 한시적으로 업무(검사진료소 질서유지, 차량통제 및 안내업무 등)를 보완 및 지원하는 역할’등이 요인별로 가장 높은 응답으로 나타났다. 연구과제2. ‘합의된 통제를 위한 민간경비의 선결과제’에 관해서는, 방역당국과의 협력(4)은 ‘방역당국과 민간경비와의 업무협력 시스템 구축 및 지원에 관한 여부’, 지자체홍보 및 협력강화(8)는 ‘민간경비원의 통제나 안내 등 업무에 대한 역할을 시민들이 인식하고 공감할 수 있도록 지속적인 홍보 전개’, 신뢰성 및 공신력 확보(6)은 ‘시민들의 성숙한 참여의식 고취하기 위해 공공기관, 언론, 시민단체 등의 협력활동 전개’ 등이 요인별로 가장 높은 응답으로 나타났다. 연구과제3. ‘합의된 통제를 위한 민간경비의 선결과제에 대한 대안’에 관해서는, 서비스 질, 전문성 확보(5)은 ‘민간경비원이 자신들의 권한과 임무를 확실히 알 수 있도록 교육강화’, 이미지개선(8)은 ‘국민의 인식전환을 위한 대국민 홍보활동 강화’, 민영화 및 법적 근거마련(16)은 ‘민간경비 활용에 대한 공공기관의 예산확보’ 등이 요인별로 가장 높은 응답으로 나타났다. 연구과제4. ‘안전사회 재편구도에 관한 전망’에 관해서는, 민간경비 신뢰 및 재도약 기회(9)는 ‘재난상황에서 공조로 인한 민간경비의 활용 증대 효과’, 정부의 민간방역 시스템 인식개선 및 민영화 증대(7)는 ‘국가재난 상황에서 총력동원체제에 민간경비도 안전자원으로 편입되는 효과’, 방역적 사회안전망 증대효과(7)는 ‘민간방역요원 대체자원 활용으로 인한 일부 방역당국 인력의 혹사 상황 방지’ 등이 요인별로 가장 높게 응답되었다.

영어초록

This study examines the gap (control of infected people and citizens, maintenance of order in hospital facilities, management of quarantine facilities, vaccine supply and demand, etc.) caused by a lack of quarantine response personnel in the process of responding to the COVID-19 pandemic in our society through private security in the event of a recurrence of the pandemic. It was conducted to present it as a good for building a quarantine social safety net. To this end, the purpose of this study is to estimate the role that private security can play as a good for health security and how it will affect the agreed-upon control and safety society reorganization structure. After the presentation, the results were drawn through two interviews. A total of 10 people were selected for the study, including 6 practitioners and 4 researchers. The first interview was held from May 1 to 30, 2021, and the second interview was held from October 1 to November 5, 2021.
Investigation results, research project 1. Regarding the 'role of private security for the establishment of an anti-epidemic social safety net', cooperation with public security (12) is 'support for the quarantine authorities to maintain order,' and the expansion of service services (12) is 'maintenance of order in the clinic, vehicle control, and guidance. For the role of 'work, simple administrative assistance work', and the role of assisting quarantine activities (4), the 'role of temporarily supplementing and supporting the work (maintenance of order in inspection clinics, vehicle control and guidance work, etc.) of insufficient medical personnel' was the most showed a high response. Research project 2. Regarding the 'precedence of private expenses for agreed control', cooperation with the quarantine authorities (4) refers to 'whether it is about establishing and supporting a business cooperation system between the quarantine authorities and private security', promoting local governments and strengthening cooperation ( 8) is 'continuous publicity development so that citizens can recognize and sympathize with the role of private security guards in their duties, such as control and guidance', and securing credibility and public confidence (6) is 'to inspire citizens' mature awareness of participation, public institutions, the media, Cooperation activities with civic groups, etc.' was the highest response by factor. Research project 3. As for 'alternatives to the priority of private security for agreed control', securing service quality and professionalism (5) means 'reinforcing education so that private security officers can clearly know their authority and duties', and improving image (8).), 'Strengthening public relations activities to change public perception', and 'Securing the budget of public institutions for the use of private expenses' for privatization and preparation of legal basis (16) showed the highest response by factor. Research project 4. Regarding 'Prospects for Security Reorganization Structure', the confidence in private security and the opportunity to take another leap (9) are 'the effect of increasing the use of private expenses due to cooperation in disaster situations', improving the government's awareness of the private defense system and increasing immunity (7) is 'the effect of incorporating private security as a safety resource into the total force mobilization system in the case of a national disaster', and the effect of increasing the quarantine social safety net (7) is 'preventing the overuse of some quarantine authorities due to the use of alternative resources for private quarantine agents. ' was the highest response for each factor.
