초록

본 연구는 2012년부터 2020년까지 패널자료를 통해 광역도시개발공사의 부채 조건 및 예측을 분석하였다. 특히, 제도 및 정책적 이론, 정치 이론, 재정 및 경제 이론, 사회 이론, 조직 이론 등 다양한 변인을 복합적으로 고려하였다. 이를 통해서 첫째, 광역도시개발공사의 부채는 어떠한 요인에 의해서 발생 또는 변화하는 것인가에 대한 조건과 더불어, 둘째, 광역도시개발공사 부채의 적절한 예측 모형은 어떠한 것이 보다 유용할 것인가를 실증 분석하였다. 즉, 패널회귀분석과 인공신경망분석을 통해 동일한 변수를 고려하였을 때, 보다 설명력이 높은 도시개발공사 부채의 예측값을 추정하고 기관별로 실제값과 비교 분석하였다. 따라서, 본 연구는 분석 시점의 확대와 최신화, 부채의 개념적 다차원성을 고려한 측정의 다양화, 복합적 분석수준과 이론 적용 가능성 등을 고려하고 있다는 점에서 기존 연구와 차별적이다. 이상의 연구결과를 바탕으로 향후 지방정부와의 관계 속에서 지방 공공기관 중 도시개발공사의 적절한 부채관리 방향에 대한 이론적, 정책적 시사점을 논의하고, 본 연구의 한계를 보완하기 위한 후속적 연구의 방향을 제시하였다.

영어초록

This study analyzes the debt conditions and predictions of the Metropolitan Urban Development Corporation through panel data from 2012 to 2020. In particular, a variety of variables such as institutional and policy theory, political theory, fiscal and economic theory, social theory, and organizational theory were considered in combination. Through this, first, the conditions of what factors cause the debt of the Metropolitan Urban Development Corporation to arise or change, and second, which would be more useful as an appropriate prediction model of the debt of the Metropolitan Urban Development Corporation, were empirically analyzed. In other words, when the same variables were considered through panel regression analysis and artificial neural network analysis, the predicted value of the urban development corporation's debt, which has a higher explanatory power, was estimated and compared with the actual value by institution. Therefore, this study is differentiated from the existing research in that it considers the expansion and modernization of the analysis perspective, the diversification of measurements considering the conceptual multidimensionality of liabilities, and the level of complex analysis and the applicability of the theory. Based on the results of the above study, theoretical and policy implications for the appropriate debt management direction of urban development corporations among local public institutions in the future relationship with local governments were discussed, and the direction of follow-up research was suggested to supplement the limitations of this study.
