헬스케어 공급망 리스크 주요 이슈 분석: 뉴스기사를 중심으로 (Analysis of Key Risk Issues in Healthcare Supply Chains: Focusing on News Media Publications)

초록

본 연구는 뉴스 기사를 중심으로 정성적인 분석 기법인 네트워크 분석을 실시하여 헬스케어 공급망 리스크의 주요 이슈와 원인을 분석하고, 불확실한 환경하에서의 헬스케어 공급망 리스크 대응 방안 및 운영전략을 제안하였다. 본 연구에서는 COVID-19로 불확실성이 크게 대두되었던 2020년을 기준으로 이전 4년(2016~2019년)과 이후 4년(2020~2023년)으로 두 기간으로 구분하였다. 뉴스기사 수집시에는 ‘헬스케어,’ ‘의료산업,’ ‘의료서비스,’ ‘병원,’ ‘보건소,’ ‘의약품’의 키워드를 활용하였다. 분석결과, 헬스케어에서 발생하는 공급망 리스크는 의료서비스 제공에 따른 대상(환자), 제공품(치료, 수술, 처방), 치료수단(수술, 의료기기 활용), 검진 및 진단(임상키트 등)등이 공급망내 중요한 대상으로 도출되었으며, 이 대상을 중심으로 이들에게 요구되는 공급품 및 원료 조달에 초점을 두고 있는 것으로 분석되었다. 특히, 불확실한 환경하에서 발생하는 헬스케어 공급망 리스크를 최소화해야만 사회 전반에 미치는 영향력 또는 파괴력을 낮출 수 있는 점도 파악되었다. 본 연구 결과는 헬스케어 공급망 리스크 원인을 분석하여 헬스케어 공급망 리스크 요인간의 관계를 분석했다는 점에서 학문적 시사점을 제공한다. 또한, 실무적 관점에서는 헬스케어 공급망 리스크 대응 방안을 각 이슈별로 사례와 함께 제안함으로써 경영진 및 관리자 그리고 외교 분야 관리자가 장기적인 관점에서 대응 방안을 모색하고자 할 때 기초자료로 활용할 수 있을 것이다.

영어초록

This study investigates the major risk issues and their causes in healthcare supply chains, using network analysis and qualitative analysis of news media publications, and then proposes response and operational strategies for managing healthcare supply chain risks. We divided our study into two time periods for a comparative analysis of key risk issues in different degrees of environmental uncertainty. The year 2020 marked the emergence of the COVID-19 pandemic. The first period of our analysis is four years covering 2016-2019, prior to COVID-19 disruptions. The second period is also four years during 2020-2023 when the full force of COVID-19 disruptions affected healthcare supply chains. The keywords used to collect news media publications were “healthcare,” “healthcare industry,” “healthcare services,” “hospital,” “health center,” and “medicine.” The results of the study indicated that the major risks experienced in healthcare supply chains were due to the following factors: the type of patients who needed healthcare services, care services provided (lab tests, treatment, prescriptions, etc.), care service methods used (surgery, utilization of medical devices), and examination and diagnostics (clinical kits, etc.). While these factors were identified as possible causes of risk in the healthcare supply chains involving procurement of supplies and raw materials, these risks tend to intensify in the increased disruption period (year 2020-2023). Managing these risk issues in the disruptive periods contributes significantly not only to the performance of healthcare organizations but also to the well-being of the society at large.
This study offers theoretical implications in that it analyzes the causes of risks in the healthcare supply chains and provides a basis for a comparative analysis of the relationships of risk factors in healthcare supply chains during a normal environment and a very disruptive environment. From a practical perspective, this study suggests effective countermeasures for managing healthcare supply chain risks with examples that can be used as a guideline by healthcare executives, managers, and policy-makers of healthcare services.
