EU의 핵심광물 공급망 안정성 확보 정책 (EU’s Policy for Securing the Supply Chain of Critical Raw Materials)

초록

IEA의 통계에 따르면, EU와 미국에서 2019년 이후 운송분야는 전력생산 분야를 넘어서는 최대 탄소배출원으로 부상하였다. 따라서 운송분야에서 내연기관을 대체하는 것이 EU와 미국의 탄소배출을 억제하는데 핵심과제로 부상하게 되었다. 특히 EU는 중국에 이은 세계 제 2위의 전기자동차 시장으로 자리매김하고 있으며, EU는 전기자동차 사용활성화를 위해서 적극적으로 정책을 실행하고 있다. EU에서 전기자동차 이용이 큰 폭으로 확대되었으며, 전기자동차 이용 확대에 따라서 배터리 수요 역시 급증하였다. 2018년 EU집행위원회는 EU내 배터리 가치사슬 형성을 목적으로 배터리 전략행동계획(Strategic Action Plan on Batteries)을 발표하였다. 2019년 4월 9일 EU집행위원회가 EU내 배터리 생산 역량강화를 위해서 “배터리 분야 전략 행동계획의 집행: 유럽에서 배터리 가치사슬 형성(The implementation of the Strategic Action Plan on Batteries: Building a Strategic Battery Value Chain in Europe)”이라는 제목의 보고서를 발간하였다. 현재 전 세계 배터리 생산의 50%이상을 중국에 의존하고 있다. 그리고 배터리 원자재와 가공에 대한 중국의존도가 매우 높은 상황이다. EU는 전 세계 핵심광물 생산과 가공을 주도하고 있는 중국에 대한 의존도를 줄이려고 하고 있다. 이는 2022년 9월 14일 EU 집행위원회 위원장이 추진계획을 발표한 ‘유럽핵심원자재법’(RMA: Critical Raw Material Act) 논의에서 잘 드러나 있다. 또한 EU집행위원회는 2020년 9월 주요 원자재의 안정적 확보를 위한 실행방안을 담은 ‘핵심 원자재 복원력 계획(Critical Raw Materials Resilience: Charting a Path towards greater Security and Sustainability)’을 발표하였다. 한국정부와 기업은 EU내 핵심 광물 공급망 안정성 확보정책이 우리에게 주는 영향에 대해서 대비를 해야 한다.

영어초록

According to statistics from the IEA, since 2019, the transportation sector has emerged as the largest source of carbon emissions beyond the power generation sector in the EU and the United States. Therefore, replacing internal combustion engines in the transport sector has emerged as a key task in curbing carbon emissions in the EU and the United States. In particular, the EU is the world's second-largest electric vehicle market after China, and the EU is actively implementing policies to promote the use of electric vehicles. In the EU, the use of electric vehicles increased significantly, and the demand for batteries also increased sharply as the use of electric vehicles expanded. In 2018, the EU Commission announced the Strategic Action Plan on Batteries with the aim of forming a battery value chain in the EU. On April 9, 2019, the EU Commission published a report titled "The Implementation of the Strategic Action Plan on Batteries: Building a Strategic Battery Value Chain in Europe" to strengthen battery production capacity in the EU. Currently, more than 50% of the world's battery production depends on China. And China is dominating battery raw materials and processing. The EU is trying to reduce its dependence on China, which is leading the global production and processing of critical raw materials. The new legislative proposal of the “Critical Raw Material Act (RMA)” was announced by the president of the European Commission on September 14, 2022. In addition, in September 2020, the EU Commission announced “the Critical Raw Materials Resilience: Charting a Path Towards Greater Security and Sustainability”, which contains action plans to secure critical raw materials. Korean government and business need prepare for the impact of the EU policy to secure supply chain of critical raw materials.
