반덤핑 주요 산업의 글로벌 공급망 현황 (Global Supply Chain Status in Major Anti-Dumping Industries)

초록

본 연구는 반덤핑 조사개시 건수가 높은 1차 금속, 화학, 고무 및 플라스틱 산업에 대해 한국을 중심으로 산업별 GVC 연계 현황을 분석하였다. 철강은 산업간 연관 관계가 높은 특징이 있으며, 철강, 화학, 고무 및 플라스틱 산업 모두 중간재로 사용되는 비중이 높고, 최근 들어 GVC 교역 중에서 전방연계 비중이 후방연계보다 높은 추세를 나타내고 있다.
산업별 주요 특징으로, 1차 금속의 경우, 미국은 대부분 중간재의 형태로 1차 금속을 수입하나, 인도로부터 수입하는 1차 금속은 최종재의 형태가 높은 특징이 있다. 인도가 수출하는 1차 금속은 상대적으로 최종재가 차지하는 비중이 높게 나타나는 특징이 있다. 인도는 한국(19.7%)으로부터 가장 많은 1차 금속을 수입하고 있으며 99.4%를 중간재 형태로 사용하고 있다. 한국으로부터 수입된 1차 금속은 ‘건설’, ‘1차 금속제품’, ‘자동차’ 산업 등에서 사용되고 있다. 화학산업의 경우, 반덤핑 조사 건수가 많은 국가는 인도, 중국, 미국 등이며 해당국들은 한국 화학산업의 주요 부가가치 수출국이다. 특히 중국이 전체 부가가치수출의 42.3%를 차지하고 있어 한국의 대중국 부가가치수출 편향이 심화되어 나타난다. 한국의 화학제품은 수출국 ‘화학제품’ 산업, ‘고무 및 플라스틱 제품’ 산업, ‘건설’ 산업에서 공통적으로 많이 사용되고 있다. 고무 및 플라스틱의 경우, 중국은 중간재 형태로의 부가가치 수입 비중이 매우 높은 특징을 가지며, 한국산 고무ㆍ플라스틱 원재료를 투입한 중국 내 고무ㆍ플라스틱 산업생산이 많이 이루어짐을 보인다. 한국의 후방연계 관점에서 고무 및 플라스틱 산업은 특히 외국의 ‘화학제품’ 산업과 깊이 연관되어 있으며 RCEP을 중심으로 한 중국 및 일본과 미국의 화학제품이 많이 사용된다.
본 연구는 반덤핑이 많이 사용되는 1차 금속⋅화학⋅고무 및 플라스틱 산업에 있어 반덤핑 조사개시 건수가 가장 많은 국가인 미국⋅중국⋅인도와 한국 간의 GVC 현황을 분석하여 반덤핑 주요 산업에 대한 한국의 GVC 특징을 설명하고 이에 시사점을 제시하였다는 데 의의가 있다.

영어초록

This study analyzed the GVC status of Korea in the primary metal, chemical, rubber, and plastic industries, which have a high number of anti-dumping investigations. Steel is characterized by high inter-industry linkage, and the steel, chemical, rubber, and plastic industries are all used with a high proportion of intermediate goods, and recently the proportion of forward linkage in GVC trade has tended to be higher than backward linkage.
As a major feature of each industry, in the case of primary metals, the United States mostly imports primary metals in the form of intermediate goods, but the primary metals imported from India have the characteristic of being largely in the form of final goods. Primary metals exported by India have the characteristic of having a relatively high proportion of final goods. India imports the largest amount of primary metals from Korea (19.7%) and uses 99.4% in the form of intermediate goods. Primary metals imported from Korea are used in the ‘construction’, ‘primary metal products’, and ‘automotive’ industries. In the case of the chemical industry, the countries with high number of anti-dumping investigations are India, China, and the United States, which are major value-added exporting countries of the Korean chemical industry. In particular, as China accounts for 42.3% of total value-added exports, Korea’s value-added exports to China are intensifying. Korean chemical products are commonly used in the ‘chemical product’ industry, ‘rubber and plastic product’ industry, and ‘construction’ industry of exporting countries. In the case of rubber and plastics, China has a very high proportion of value-added imports in the form of intermediate goods, and a lot of rubber and plastic industrial production in China takes place using Korean rubber and plastic raw materials. From Korea’s backward linkage perspective, the rubber and plastics industry is particularly deeply connected to foreign ‘chemical product’ industries, and chemical products from China, Japan, and the United States are widely used.
This study is meaningful in that it analyses the status of GVCs between Korea and the countries with the highest number of anti-dumping investigations in the industries where anti-dumping is widely used, and explains the characteristics and implications.
