신라 말, 고려 초의 지방사회와 지방세력 －향촌 지배세력의 연속성에 대한 시론－ (Local Society and Its Authority During the Late Silla and Early Goryeo －An Essay on the Continuity of the Local Powers in the Rural Society－)

초록

이 글은 통일신라와 고려 전기 사회가 연속성을 갖는가 하는 문제를 지방세력과 지방제도를 중심으로 살핀 시론이다.
신라는 정치체제나 신분제에서 객관적인 모순이 내재된 사회였다. 그러나 그 지배체제가 무너지는 직접 계기는 장기간의 자연재해가 일차적이었다. 왕경 중심의 문헌사료에 보이지 않았지만, 지방세력은 오랜기간 향촌사회의 실질적 지배자로 존재해왔고, 신라 말의 혼란기에 본격적인 활동을 보인 존재였다. 새로운 사회경제 구조를 바탕으로 등장한 새 계급은 아니었다. 이들은 신라 말의 혼란기에 자치조직을 이끌다가 후삼국, 고려로 이어진 존재였다.
신라 군현제가 무너지고 호족의 시대가 되면서 군현명칭이 인플레되었고, 이를 다시 위계서열에 맞게 조정할 필요가 있었다. 고려 왕조는 이를 적극 추진하지 못했는데, 지방사회의 지배층과 실무자들이 집권국가의 운영에 요구되는 여러 기능들을 차질없이 수행했기 때문이다. 그들은 오랜 역사적 경험을 바탕으로 골품제가 사라진 집권체제에 적응하였다. 따라서 신라와 고려의 지방제도 차이는 사회경제구조를 달리하는 정도의 변화는 아니었다고 생각된다.

영어초록

The main purpose of this essay is to confirm the hypothesis by examining the continuity of local system and its authority in the Unified Silla and early Goryeo.
I have concluded that during the ninth century Tang and Silla, on the base of natural scientific analysis, had suffered with a severe drought. This is a primary cause of the peasant uprising in the late Silla. The looting and attack on the vulnerable villages had begun and the rich formed a self-defense force, later called hojok(豪族), who made its first appearance.
I disagree with the argument that hojok is a newly created social class through the class differentiation. The local powers(地方勢力) substantially ruled over their rural society(鄕村社會) by organizing its autonomous system(自治組織). Thus hojok appeared to the surface of historical arena and began its flourishing activities in concurrence with the collapse of Silla's ruling system.
In the dissolution of Silla's gunhyunje(郡縣制) in local area caused a power vacuum which took over by the hojok, and eventually the hojok was integrated into the larger scale of hojok. In this way, gunhyun was inflated during the process of rearrangement of power. The most of gunhyun had obtained the title of ju(州) and it became a difficult task to readjust the order of district titles once it was given the title. Although the local official would not assigned in some of gunhyun, Goryeo found no trouble in terms of exercising its authority over the areas. Over the long period of time, the taxes were being collected and demographic registration was carried out by the authority in each local societies.
Since the consideration of various aspects of historical facts, I have concluded that the substantial ruling authority of local society have a parallel line between the Unified Silla and Goryeo. Even though the general form of local institutions was different in the two dynasties, the significant difference could not be found in the fundamental contents between the Unified Silla and Goryeo.
