초록

본 연구의 목적은 미국의 동맹과 통상국에 대한 일반확장억지력의 효과를 1945-2001년의 연구기간 동안 정량적으로 검증하는 것이다. 정보이론에 기초해, 미국과 동맹·통상관계는 침략국에게 미국의 분쟁개입의 의도·신호로 인식되며, 분쟁결과에 대한 불확실성을 증가시킴으로서, 침략국의 공격을 억지한다고 전제된다. 일반확장억지에 대한 분석에서 요구되는 침략국·표적국을 식별하기 위해 숙적관계 데이터가 사용된다. 통계분석 결과, 분쟁발생 유무의 이분변수를 종속변수로 하는 모형에서 침략국·표적국 양자에서 미국과 동맹 또는 통상국인 표적국에 대한 일반확장억지력의 유의미성은 발견되지 않았다. 그러나 낮은 수준의 분쟁(무력위협·시위·사용)과 높은 수준의 분쟁인 전쟁으로 구분된 종속변수를 사용한 모형에서, 가설을 지지하는 직접 증거로서, 동맹인 표적국에 대해 미국은 전쟁에 대해서만 통계적으

This paper examines the effect of nuclear extended-general deterrence of the U.S.
on its military ally and trade partner during the period 1945-2001 under analysis.
Based on the information theory, it is hypothesized that alliance and trade of targets with the U.S. seen as a signal of the U.S.’s involvement in crisis are more likely to deter disputes by increasing the uncertainty of dispute outcomes. I utilize the enduring rivalry data set because the analysis about extended-general deterrence requires to distinguish initiators and target in a dyad. The results of the statistical analysis with the binary dependent variable show that neither alliance commitment nor trade linkages of target with the U.S. is associated with disputes. Yet, the direct evidence to support the extended-general deterrence hypothesis of the U.S. is unfolded only in its military alliance over war alone. The results of the multinomial logit regression analysis for the three outcome categorical variables, reveal that in the dyad of initiator and target consisting of enduring rivalry, an initiator is less likely to initiate war against only the target in alliance with the U.S. All things being equal, these findings have significant policy implications for Korea-US alliance. First, the Korea-U.S. alliance could provide effective deterrent only on war, the highest severity level of MID. Second, because nuclear N. Korea is recognized as the common and imminent threat to both S. Korea and the U.S., it is strategically much more important to defend S. Korea for the U.S.
which will in return enhance symmetric alliance relations for both. Finally, the U.S.
extended deterrence over Northeast Asia can’t be achieved unless S. Korea has the leading role in R.O.K-U.S. alliance which requires S. Korea to enhance the substantial military build-up, including all possible strategic weapons.
