<사단법인 대한상이군인회> 동래군분회 회칙 문건의 발굴 및 해제: ‘조만호(曺萬鎬) 문건’을 중심으로 (Discovery and Exegesis of the bylaws of the Dongnae-gun (Busan City) branch of : Focusing on the ‘Cho Man-ho Documents)

초록

본고는 최근 발굴된 〈사단법인 대한상이군인회〉(‘상이군인회’)〉동래군분회의 총무과장, 행정계장이었던 조만호(曺萬鎬)의 ‘문건’ 가운데 동래군분회 ‘회칙’을 소개하고 그 해제를 부쳐 상이군인회의 면모를 파악하는 데 목적을 둔다. ‘회칙’을 전재(全載)하고 당대 신문 및 관련 자료를 함께 제시함으로써 상이군인회의 실재에 보다 객관적으로 접근하고자 하였다. 두 가지의 상이한 ‘회칙’이 존재하는데 거기에는 상이군인회 분회 조직의 면모, 행정체계, 업무 규정뿐 아니라 금전적, 재정적 투명성과 원칙에 대한 규정이 실려있다.
한국전쟁 와중에 결성 및 해산, 개편된 상이군인회는 당대 상이군인들의 법적 조직체이자 현 〈대한민국상이군경회〉의 모체로서 그 존재의의를 가진다. 그럼에도 본회 조직은 물론이거니와 지방 지부 및 분회 조직의 구체적 면모에 대해서는 잘 알려지지 않았다. 상이군인회 관련 자료가 전반적으로 부족한 상황에서 상이군인회 조직의 행정, 업무, 활동상황 등을 조명하는 연구 자체가 수행되기 어려웠던 것이다. 이 같은 상황에서 ‘조만호 문건’은 상이군인회 초기 분회의 조직 및 행정, 업무 체계 등을 실증적으로, 구체적으로 조명할 수 있는 사료적 가치로서의 의의를 가질 뿐 아니라 기존 상이군인회의 정보의 오류나 편견을 수정할 수 있는 근거가 될 것이다, 또한 본회와 지방조직체 간의 행정체계상, 업무상의 차이 및 그 관계성에 대한 연구뿐 아니라 상이군경의 원호, 보훈, 복지, 의료 정책 등의 연구에 있어 연구 확장성을 제공할 것으로 판단된다. 더불어 초기 상이군인의 실태 및 생활상 연구에도 기여하게 될 것이다.

영어초록

This paper introduces specific aspects of the ‘Bylaws’ of the Dongnae-gun branch among the recently unearthed ‘Documents’ written by Cho Man-ho, who was the administrative head of the branch of 〈the Korean Disabled Veterans Association(‘the Association’)〉, and its revocation. By reprinting the ‘Rules’ in their entirety and presenting empirical data, such as contemporary newspapers, literature, and media materials, that show the actual conditions of disabled veterans before and after the organization of ‘the Association’, social and political situations, the organization, and the dissolution process, our study attempted to approach the reality of ‘the Association’ more objectively. There are two different ‘Rules’, which contain regulations on monetary and financial transparency and on principles as well as the organizational aspect, administrative system, and work regulations of the branch of ‘the Association’. ‘The Association’, possessing a history of formation and dissolution (absorption) during the Korean War, had significance for its existence as an autonomous and legal organization of the disabled veterans at that time and as the parent body of the current Korean Disabled Veterans Association. Nevertheless, the little had been known about detailed aspect of the organization for the lack of record of its administration, work, and activity status. Therefore, it was difficult to shed light on the organization of ‘the Association’, itself. In this situation, the ‘Cho Man-ho Documents’ not only has historical value that can empirically and specifically shed light on the early organization, administration, and work system of ‘the Association’, but also one that dispels prejudice and misunderstanding about ‘the Association’. This is also significant in that it has the potential to expand the research into the actual living conditions of the disabled veterans in the early stages, as well as into investigation on the support, veterans, welfare, and medical policies for them.
