본 연구는 인터내셔널 바칼로레아 디플로마 프로그램(International Baccalaureate Diploma Programme, 이하 IBDP)의 국내 공교육 도입에 대한 교육 정책적 타당성을 비판적으로 분석하는 것을 목적으로 한다. 이를 위해 IBDP 공교육 정책 실행과 효과를 다양한 교육주체와 연계하여 교육과정, 교육평가, 교사교육 및 교육 거버넌스 영역에서의 타당성을 분석하였다. 본 연구의 분석 결과 정책 실행 측면에서 IBDP 공교육 도입은 IBO의 인증 및 운영비용이 매우 높고, IBDP 성적을 대입에 활용하기 위한 평가 기술적 선행 조건들이 복합적이며 교육 주체별 공교육 도입의 정책적 수용성 수준이 높지 않을 것으로 예상되었다. 이와 함께 정책 효과 측면에서 공교육에서의 IBDP 적용 대상의 타당성과 적절성 및 교육 형평성 측면에서 교육 기회 및 대입 활용에서의 차별적인 효과가 있을 수 있는 것으로 분석되었다. 또한 중등교육 전반의 교육 권한과 책임을 IBO에 위임해야 한다는 점에서 국내 교육정책 거버넌스에 심대한 영향을 주는 것으로 분석하였다. 이러한 분석 결과를 바탕으로 IBDP 국내 공교육 도입 주장은 그 실행을 위한 재정적 소요, 기술적 실현가능성, 교육 주체의 정책 수용성과 정책 도입의 효율성, 정책 파급성, 형평성에 대한 엄밀한 논의와 연구에 기초하여 재검토한 후 교육정책 실행 여부에 대한 논의가 필요함을 제언하였다.

영어초록

The purpose of this study was to analyze the introduction of ‘International Baccalaureate Diploma Programme(IBDP)’ in Korean public schools. To analyze the validity of the policy, this study explored the main concepts and characteristics of IBDP, and then a two-pronged analysis, which focused on the issues surrounding its implementation and the effects of the policy, was conducted. In doing so, the various stake-holders and specified dimensions such as curriculum, assessment, teacher education and educational governance were taken into account. The research findings showed that cost incurred by the public education system in implementing the IBDP policy would be very huge and the technical feasibility of using the IBDP score for the university admission seem to be low. In addition, the various stake-holders would not give enough support for the policy to be implemented. Regarding the effects of the policy, the high demanding contents and the educational aims of IBDP would not fit for the purpose if it was to be introduced in public schools located in socio-economically deprived area. It would also produce different opportunities of providing IBDP in school level and create inequalities of university admission in student level, due to the chances of applying to foreign universities with IBDP certificates. Moreover, substantial changes on education governance would be accompanied because the IBO will have the responsibility and authority over curriculum, assessment and teacher education and professional development in accredited public schools as IB World School. The research findings indicated that introduction of IBDP in Korean public schools should be revised with rigorous research on the issues of policy implementation such as cost, technical feasibility, various actors’ acceptability, and effectiveness on the targeted problem, equity on students’ group and influence on the other domestic policies.
