고창 칠암리 전방후원형 고분의 보존과 활용 방안 (Preservation and Utilization of Keyhole-shaped Tombs in Chilam-ri, Gochang)

초록

본 글은 향토문화유산 고창 칠암리 고분의 보존과 활용 방안을 검토하기 위한 목적으로 작성되었다. 본격적 논의에 앞서 이 유적이 전북특별자치도의 유일한 ‘전방후원형 고분’이자 한반도 서남부지역에 축조된 전방후원형 고분 분포의 북쪽 한계를 명확하게 드러내는 곳임을 설명하면서 보존 현황과 문화재적 가치를 검토하였다.
다음으로 전방후원형 고분의 보존과 활용례를 살펴보았다. 우리나라 13개, 일본의 2개 사례를 토대로 보존, 정비, 홍보, 활용 등 다양한 방법을 유적에 적용할 수있음을 확인하였다. 무엇보다도 문화재 가치를 드러내기 위한 주변 정비, 관람객 접근 개선 등이 이루어지면 사적, 기념물 등 국가·시도 지정문화재 지정에도 도움을 줄 수 있다는 점을 강조하였다.
마지막으로 고창 칠암리 고분의 보존과 활용에 필요한 전략을 제시하였다. 유적 발굴조사는 보존과 활용의 출발점이며, 조사 후 보존은 잔디식재와 외부 펜스 설치를 포함한 주변 환경 정비가 최우선임을 설명하였다. 또 관광지로서의 유적 활용·방문은 누리집 검색과 내비게이션에 의존하는 상황이므로 관람객을 맞기 위한 준비도 철저하여야 할 필요성을 언급하였다. 마지막으로 <문화재보호법>의 <국가유산기본법> 개정에 따라 비지정문화재를 적극적으로 관리, 보호하는 문화재 활용의 새로운 가능성을 제시하였다.

영어초록

This article was written for the purpose of reviewing the preservation and utilization of the keyhole-shaped tomb in Chilam-ri, Gochang, a local cultural heritage. Prior to the full-scale discussion, the preservation status and cultural value of the tomb were reviewed, explaining that it is the only "keyhole-shaped tomb" in Jeollabuk-do and the sites clearly indicate the northern limit of the distribution of keyhole-shaped tombs built in the southwestern part of the Korean Peninsula.
Next, cases of preservation and use of keyhole-shaped tombs were examined. Based on 13 cases in Korea and 2 cases in Japan, it was confirmed that various methods such as maintenance, utilization, promotion, and preservation can be applied to the sites. Above all, it was argued that if the surrounding maintenance and access to visitors are improved to reveal the value of cultural properties, it can help to designate national and municipal designated cultural properties such as historical sites and monuments.
Finally, the strategy necessary for the preservation and utilization of the Gochang Chilam-ri tomb was suggested. It was explained that the excavation of remains is the starting point for preservation and utilization, and the maintenance of the surrounding environment, including the installation of grass planting and external fences, is important for conservation work. In addition, since the use of the sites as a tourist destination depends on Internet search and navigation, it was raised the need to thoroughly prepare for it. Finally, in the context of actively managing and protecting non-designated cultural properties in accordance with the revision of the Cultural Heritage Protection Act, a new possibility of using cultural properties based on this was also suggested.
