재정지원 일자리사업의 평가등급과 예산증감률 간의 관계에 관한 연구 (A Study on the Relationship between Evaluation Grades and Budget Increase Rates of Labor Market Programs in South Korea)

초록

미국에서 1993년 GPRA(Government Performance and Results Act) 제정으로 성과중심 예산제도가 법제화 되고, 2002년 연방정부 프로그램 성과평가 도구인 PART(Program Assessment Rating Tool)가 도입되면서 성과평가 결과가 실제 예산 배분에 미치는 영향에 관한 연구가 활발히 이루어졌다. 한국 또한 이러한 흐름에 따라 여러 분야에서 성과평가와 예산 연계성에 대한 분석이 진행되었다. 일자리사업 예산 관리의 중요성에도 불구하고 아직 성과평가 결과가 예산 자원 배분에 어떤 영향을 미치는지에 대한 연구가 부족한 실정이다. 이러한 배경 하에, 본고에서는 고용노동부 주관 재정지원일자리사업의 성과평가 결과와 차년도 행정부 예산 간의 관계를 실증적으로 탐색하고자 하였다. 아울러, 성과평가 등급뿐 아니라 전년도 예산 증감률, 국정과제사업 및 복지사업 여부, 사업 규모 등 비평가적(non-evaluative) 요인이 예산에 미치는 영향도 함께 분석하였다. 2021∼2022년 재정지원 일자리사업 성과평가 데이터를 활용한 다중회귀분석 결과, 성과평가 등급이 ‘감액’ 등급인 사업에 한하여 차년도 예산 결정에 통계적으로 유의한 영향을 미치는 것으로 나타났다. 뿐만 아니라, 전년도 예산증감률과 국정과제사업 여부도 차년도 예산증감율에 정(+)의 영향을 미치는 것으로 분석되었다. 이러한 분석결과를 토대로, 정책평가 결과의 환류 및 활용 방향을 제시하고자 하였다. 다만, 현재 공개된 2개년데이터만을 활용했다는 한계가 있으며, 향후 더 많은 데이터 확보와 추가 연구가 필요하다.

영어초록

In the United States, performance budgeting was legislated with the enactment of the Government Performance and Results Act in 1993. In addition, the introduction of the Program Assessment Rating Tool in 2002 sparked active research on the impact of the performance evaluation results on the government’s actual budget allocation.
In Korea, according to this trend, the relationship between performance evaluation and budget allocation has been analyzed in various fields. Despite the importance of managing the budget for government-funded labor market programs, there is still a lack of research on how the performance evaluation results affect the allocation of budget resources. In this context, this paper attempted to empirically explore the relationship between the performance evaluation results of government-funded labor market programs hosted by the Ministry of Employment and Labor of South Korea and the rate of budget change for the next year. In addition, the impacts of non- evaluative factors such as the rate of budget change of the previous years, whether or not national tasks and welfare programs are, and the program size were also analyzed.
As a result of multiple regression analysis using the results data of the performance evaluation of labor market programs from 2021 to 2022, it was found that only the lowest grade had a statistically significant effect on the budget allocation for the next year. In addition, it was analyzed that the rate of budget change of the previous year and a national task program had a positive effect on the rate of budget change of the next year. Based on these, I'd like to suggest how we should feedback and utilize policy evaluation results. However, a limitation of this paper is that only the two-year data currently disclosed are used, so more data needs to be secured and further research is needed in the future.
