지역방송 프로그램 제작역량과 시청률과의 관계 연구 (A Study on Connections between the Production Capabilities of Local Broadcasting Stations and Their Ratings)

초록

이 연구는 지역방송의 제작인력, 제작설비, 제작비, 자체제작 편성시간 등 제작역량이 프로그램 시청률과 어떤 관계가 있는지를 분석하였다. 이를 위해 KBS지역총국, 지역MBC, 지역민방 등 37개 지역방송사의 제작역량과 시청률과의 상관관계를 살펴보았다. 그 결과, 제작인력대비 1인당 제작비가 높은 방송사일수록, 제작설비가 많은 방송사일수록 시청자들의 프로그램 시청률이 높았다. 그리고 지역방송의 전체인력 중 제작인력의 비중이 적은 방송사일수록, 자체제작 프로그램 편성비율이 낮은 방송사일수록 시청자들의 프로그램 시청률이 높은 것으로 나타났다. 따라서 지역방송 프로그램의 시청률은 제작인력이나 자체편성비율과 같은 요인보다는 제작설비와 제작비의 투자비율과 정적인 관계가 있다는 사실을 발견하였다. 이에 따라 지역방송 프로그램의 시청률을 높이고, 제작역량을 강화하기 위해서는 제작설비의 확충과 함께 충분한 제작비의 투입이 필요하다는 사실을 알 수 있었다.

영어초록

This study set out to analyze the relations between the production capabilities of local broadcasting stations including production personnel, facilities, and costs and the programming ratio of in-house programs and their program ratings. For this purpose, the study examined the correlations between the production capabilities and the ratings of 37 local broadcasting stations including local KBS stations, local MBC stations and local private broadcasting stations in 2013. The result is that the smaller the production personnel was, the higher the program ratings were at local broadcasting stations. The more production facilities had the higher program ratings than small production facilities. As for the production costs of local broadcasting stations, the higher per capita production costs was, the higher the program ratings were. In addition, the less the proportion of their own in-house programs was, the higher their viewer ratings were. These findings indicate that the program ratings of local broadcasting stations have more positive relations with the production facilities and the investment percentage of production costs rather than the production personnel, the size of production costs, and the proportion of their in-house programs. The results of this study show that sufficient production budgets in line with expansion of production facilities are necessary to strengthen the production capabilities and to increase the ratings of local broadcasting stations.
